Job Profile

Mott MacDonald is managing the DFID-funded programme: ‘Purnima: UK Support to Post-Earthquake Recovery in Nepal’ in four Districts (Gorkha, Dhading, Nuwakot, and Rasuwa). This programme aims to achieve long-term positive change in the lives of people in earthquake-affected regions of Nepal.
The implementation phase of the programme commenced in July 2018 for a 4.5 year duration and will work in 41 rural and urban municipalities. It comprises five Output Areas:

  1. Support and capacity building to Government at central, district and local level in reconstruction planning.
  2. Reconstruction of rural infrastructure, including water supply, foot trails, footbridges, schools, public buildings, and potentially other types of infrastructure.
  3. Analysis and interventions to address constraints to the private sector, including access to finance, supply of labour, materials and transport for construction.
  4. Managing a Challenge Fund to leave no-one behind in the reconstruction effort.
  5. Monitoring, evaluation and learning. 

These five outputs are linked as two thematic areas: “build back better” and “leave no one behind” so that reconstruction benefits everyone and they are in a better state than before the earthquake. The impact of the earthquake was felt most severely by women and the most vulnerable members of society, and thus gender equality and social inclusion issues mainstreamed across all output areas and activities undertaken through the programme. Purnima aims not only to ensure social inclusion, but to help achieve transformative change for women and girls in social, economic and political spheres.

Transformative Change / Gender Specialist

Job Description 
Reporting to the Purnima Deputy Team Leader, and with strategic guidance from the International Gender Advisor, the Purnima Transformative Change / GESI Specialist will have the following responsibilities:

  • Supporting and guiding gender mainstreaming across the Purnima project
  • Orient all Output leads and Partners on the GESI and Transformative Change Strategy, and keep the strategy up to date
  • Work closely with all output leads to ensure that GESI is mainstreamed in all activities in respective Output
  • Track progress against the Strategy and update as required but not less than annually, in collaboration with the International Gender Advisor
  • Proactively identify methods and entry points through which Purnima’s Outputs can strengthen their programming to maximise social inclusion
  • Capacity building and coaching with project staff and implementing partners as required on gender mainstreaming in specific intervention areas
  • Support GESI-responsive monitoring and reporting across Purnima Outputs
  • Organise and facilitate GESI meetings between implementing partners and Purnima staff
  • Keep abreast of emerging research, issues and information on Transformative change of women and girls and GESI in relation to post-disaster recovery, and share with staff and Partners
  • Prepare a ‘gender situation analysis’ of the four Purnima project Districts
  • Undertake other activities in relation to GESI as required for the project 
  • Management of activities for transformative change for women and girls
  • Identify and recommend activities which will result in transformative change for women through political, social and economic empowerment.
  • Identify areas of collaboration with local government to support women’s political, social and economic transformation change and mainstreaming these activities in the Purnima’s areas of work.
  • With Output Leads, develop targeted activities for political, social and economic empowerment of women to be linked to the Output Activities
  • Guide and oversee procurement, contracting and orientation of experienced implementing partners to implement targeted GESI / Transformation activities
  • Provide ongoing management and oversight of the implementation of targeted GESI / Transformation activities, including deliverables, quality control, technical support, monitoring evaluation and learning (MEL) and financial tracking
  • Regular field visits and ongoing communication to support implementation, capacity building and monitoring

Candidate Specification

Experience and qualifications:

  • Academic qualification (at lease MA or equivalent), in social development, gender or related discipline
  • Practical experience in implementing projects which have a focus on social inclusion and transformative change
  • Good understanding on the concept of ‘Transformative Change for women and girls’ and the experience to implement this
  • Experience providing strategic guidance and direction on gender/GESI-responsive programming;
  • Demonstrable working knowledge of the economic, political and social situation in Dhading, Gorkha, Nuwakat and Rasuwa from a gender perspective
  • Demonstrable working knowledge of women’s empowerment strategies in the public and private sector, social norms/attitude change and enhancing women’s political voice and participation is a considerable advantage
  • Experience of training and capacity building
  • Experience of working on large-scale multi-sectoral development projects.
  • Experience with DFID is an advantage
