UNDP under its post-COVID recovery effort, works with select municipalities for effective management of municipal waste and with select national healthcare facilities with the aim at strengthening their capacities in management of the potentially risky healthcare waste; The work with municipalities is expected to create employment opportunities as well as foster business recovery and green growth in the post-COVID context; The Promoting Green Recovery through effective and improved waste management Project (PGRP) is implemented through coordination and consultation with the relevant UNDP Field Offices; The Field Offices works closely with provincial and local governments engaging relevant stakeholders to plan, implement and monitor the activities;
Working under the guidance of Project Manager, the key responsibilities of the Technical Expert include the following:
Lead on the technical part to implement the relevant output of the project on healthcare waste management and to ensure that the project processes and results comply with laws, regulations, standards and project objectives;
Coordinate and resolve technical issues that arise in implementation process, and to ensure the activities are completed on time in coordination with the UNDP Country Office and Field Offices;
Oversee quality assurance, learning and knowledge management responsibilities of the relevant component of the project;
Provide technical support on setting up monitoring and evaluation framework and GESI strategy for the project.
Duties and Responsibilities
Functions/ Key Results Expected
1. Lead on the technical part to implement the relevant output of the project
Lead on the relevant project component and ensure that the project processes and results comply with laws, regulations, standards and project objectives;
Oversee design and implementation of healthcare waste management system, training, and outreach activities to strengthening the capacities in management of the potentially risky healthcare waste;
Bring in expertise in related sectors of medical/urban waste management to build synergy in approach to strengthen processes and outputs;
Lead on planning, implementation, and monitoring of the activities in close coordination with the relevant federal ministry, local government and line agencies, including the target communities and key stakeholders;
Support and follow-through for selection of various service providers including consultants, and other service providers following relevant UNDP’s partnership tools and guidelines.
2. Coordinate and resolve technical issues including field coordination
Coordinate on implementing the activities within set timelines, with coherent and consistent quality, and efficient delivery of the relevant output on healthcare waste management component of the project;
Identify potential issues and problems related to the activities and prepare a set of recommendations and obtain any support/ advice required for the management, planning and control on planned activities;
Undertake regular field visits as necessary and ensure coherence in understanding and approach undertaken for implementation of activities in the field;
Establish coordination mechanism and relation with other humanitarian actors working in the target hospitals and also at district level as and when deemed necessary;
Develop appropriate working relations with national and local stakeholders to build their ownership on relevant component of the project.
3. Oversee quality assurance, learning and knowledge management responsibilities
Coordinate with relevant project and country office team members to ensure quality of the activities implemented and their effective implementation based on the results-based management approach;
Draw learning form the project activities and contribute to the knowledge management of the project and support in the development of the new areas of work including development of a project document;
Contribute to timely reporting - both internal and external (to the Government and donors) - following UNDP and established procedures;
Contribute into communication initiatives of the project and provide input to UNDP County Office news and to the UNDP cooperate website;
Support in the preparation of progress reports and required documents to be shared with the donors, Government, line agencies and other partners;
Lead the development of relevant knowledge products and materials.
4. Provide technical support in setting up M&E requirement and GESI Strategy
Provide technical support on setting up monitoring and evaluation framework with a baseline, indicators, and targets for measuring the progress, effectiveness and the impact for reporting and external communication;
Ensure cross-cutting issues such as vulnerability, gender mainstreaming, social inclusion, empowerment, etc; are part of the project approaches and activities;
Ensure GESI is adequately addressed in the project activities in coordination with GESI focal person of PGRP/UNDP;
Provide regular updates, including preparation of approach papers for specific activities, quarterly work plans, action plans and calendar of events, in close coordination with the Admin and Finance, M&E and GESI focal person of PGRP.
Required Skills and Experience
Education
Master’s degree in public health, healthcare management, waste management, environmental science or management or public administration or any other relevant discipline.
Experience
At least 5 years of relevant experience in development work including in medical/urban waste management, environmental management issues in Nepal;
Working experience as project coordinator/specialist in relevant projects in international organizations;
Experience of coordination ,liaison and working with government, women, youth and media;
Demonstrated social skills of coordinating with different stakeholders and facilitating discussions;
Demonstrated skills on preparing quality reports and other knowledge products.
Language Requirements
Excellent oral and written proficiency in English and Nepali.
Other
Good knowledge of computer applications especially MS Office;
Good understanding of other application for data management and project monitoring.
