Job Description

Duties and Responsibilities
 

The Technical Analyst will report to and work under the supervision of the National Project Manager. The Technical Analyst will be responsible implementation and quality assurance of technical aspects of project implementation and coordination with the relevant stakeholders.  

Under the direct supervision of National Project Manager and close coordination of Portfolio Manager-Inclusive Economic Growth and Economic Advisor of UNDP, the key responsibilities of the Technical Analyst will be to provide inputs on technical aspects of plastics waste circularity and project implementation activities, including development of strategies and roadmaps, facilitate capacity building, coordinate with Local Governments and private sectors for replicating and scaling up successful plastic waste management interventions. The key tasks and responsibilities of Technical Analyst are:

Providing technical inputs for developing waste management plan/strategies, establish/strengthen & operationalize Material Recovery Facility Centers, quality assurance and support to implement the project activities in collaboration with Local Governments.

  • Develop and implement the plastics waste and plastic circularity related activities as envisaged in the project document with project team and stakeholders;
  • Provide technical inputs to Local Governments in the development of a waste management plan/strategies, including guidance on better management of newly established and existing plastic waste circularity sites;
  • Provide technical inputs to MRFs supported with technology and other management support in the project implementation sites;
  • Provide technical support to Local Governments and user groups to develop business plans of all the MRF centers and comprehensive guidance, operations, and long-term business model for strengthening management of plastic circularity;
  • Develop and operationalize tracking tools for data on the volume of the total plastic waste recovered through MRFs and revenue generation;
  • Provide on-site practical advice and guidance to the Local Governments of the project implementation sites by proposing solutions to minimize environmental and health impacts of waste;
  • Develop ToRs and necessary specifications for procurement of technology, tools, equipment, and other technical support for the implementation of the project;
  • Coordinate with Local Governments to develop and establish SOP for waste segregation at source, collection, and ensure proper handling and transportation practices in MRF centers including health and safety guidelines;
  • Provide support National Project Manager by preparing ToRs and taking timely actions to hire experts and consultants or consulting firms/service providers as required by the project to perform various tasks such as preparation of technical papers, guideline, modeling tools and others.;
  • Provide support to National Project Manager while developing/revising the budget, AWPs, procurement and HR plans, and all other administrative work to be undertaken by the project;
  • Organize public awareness campaign to educate the community about the importance of clean environment, plastic waste management and green lifestyle in collaboration with Local Governments;
  • Provide technical support to empower plastic management waste workers and communities with awareness campaigns, skills and livelihood opportunities as envisioned by the project document;  
  • Develop/update reports on plastic waste management system with necessary knowledge products (e.g., factsheet, database, infographics, story, video etc.);
  • Provide support to regularly update the Risk Log, M&E plan, and Procurement Plan; 
  • Use relevant contractual modalities and manage contracts and supervise the subcontractors to ensure the delivery of quality outputs; 
  • Identify any needs for further technical assistance, as well as medium and long -term needs for capacity building;
  • Analyze results/lessons learned and provide strategies for improved delivery of project interventions;
  • Ensure reaching out to the targeted beneficiaries with special attention to youths, women, and disadvantaged communities with focus on Leaving No One Behind (LNOB) and green economy;
  • Monitor project activities and submit the progress reports based on the approved AWPs by ensuring environmental, social, and gender-sensitive standards, and continuous improvement based on lessons learned;
  • Provide support for other related tasks as assigned by the Supervisor to implement the project activities timely and effectively. 

Ensuring effective coordination with the respective Local Governments and other related stakeholders for implementing the project activities.

  • Coordinate with the respective Local Governments for cost sharing in implementing the project activities; 
  • Develop partnerships with the private sectors/companies to introduce new technologies to increase the volume of the recovery of plastic waste and its best use for recycling and upcycling;
  • Develop partnership between Local Governments, private sectors, CBOs, and communities for effective and sustainable operation of Material Recovery Facility Centers for plastic waste circularity in the project sites;   
  • Support Local Governments to update/revise/develop municipal plastic waste management policies, strategies, plans and guidelines, regulatory frameworks to promote and govern plastic waste management practices in its entire value chain for effective waste management ecosystem;
  • Ensure that project lessons learned, and best practices are captured and documented to inform wider stakeholders;
  • Explore opportunities to partner with private sectors with local communities and CBOs for plastic waste management to link to waste value chains;
  • Provide support Local Governments to create/revitalize the Plastic Waste Management Coordination Committee for increased coordination among stakeholders and for smooth operation of MRF centers.

Providing technical inputs and facilitation in capacity building of Local Governments, waste management workers, and other key stakeholders.

  • Organize trainings and workshops to enhance the capacity of municipal staff, waste workers, private sector, and waste management personnel/staff on proper plastic waste management;
  • Provide support to strengthen the institutional capacity of the selected MRFs including the development of business models and Standard Operating Procedures (SOPs); 
  • Coordinate with qualified training institutions to deliver the trainings to the waste workers on occupational safety as well as on skill trainings for their livelihood opportunities; 
  • Develop and organize entrepreneurship and skills trainings to the waste workers on plastic circularity; 
  • Develop and organize trainings on 3R (reduce, reuse, and recycle) including best practices of the development of plastic waste free communities;
  • Facilitate Local Government for establishing and conducting policy dialogue and engagement with stakeholders for effective operationalization of MRFs. 

Facilitating to promote and mainstream Gender Equality and Social Inclusion (GESI) in the implementation of the project activities.  

  • Ensure GESI is mainstreamed in the budget, Annual Workplan (AWP), procurement and HR plans, and all other administrative work to be undertaken by the project; 
  • Ensure the participation of women and people from disadvantaged group in designing and implementation of project activities thereby sufficiently benefitted to these target group;
  • Facilitate and implement skill development and awareness campaigns to tackle the barriers encounters by women and people from disadvantaged groups;
  • Apply principles of gender equality and social inclusion and Leave No One Behind (LNOB) as the cross-cutting issue in every aspect of the project implementation and management; 
  •  Fully comply with UNDP’s GESI policy and zero tolerance for sexual and gender-based violence;
  • Create a safe working environment by developing respectful and safe organizational culture and supporting practices;
  • Collaborates with team members, programme partners, and sub-grantees to ensure safe implementation of programmes at the community level applying Do No Harm approach.

Job Specification

Required Skills and Experience
 

Education:

  • Advanced university degree (master's degree or equivalent) in environmental science, environmental engineering, waste management engineering, livelihoods and employment field, social development, or any other related field is required, Or. 
  • A first-level university degree (bachelor’s degree) in the above fields of study, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in waste management, green economy, circular economy, environmental engineering, local economic development, and entrepreneurship
  • Experience in waste management, green economy, circular economy, environmental engineering, local economic development, and entrepreneurship
  • Experience in circular economy by improving plastic waste management and promoting recycling of plastic waste and best use of plastic waste for recycling and upcycling will be an asset
  • Experience in demand-driven entrepreneurship and artisanship programmes and projects, and public private partnerships and leading studies and strategies for inclusive economic growth is preferred
  • Experience of working with Local Governments and UNDP project would be an added advantage. 
  • Experience in capacity building of Local Governments, waste management workers, and other key stakeholders.
  • Demonstrated experience in managing waste management and value chain analysis specifically in circular economy and/or plastic waste management sector. 
  • Knowledge of report writing and computer skills including MS Office (Word, Excel, mail, and Power Point).

Required languages:

  • Excellent written and oral communication skills in English and Nepali (as national language) is required.
