Strategic Information Advisor ((based at Ministry of Health and Population [MOHP]) (1 position)
The Strategic Information Advisor for the Global Fund (GF) COVID-19 Response Mechanism (RM) Technical Assistance (TA) is responsible for providing technical assistance to improve and strengthen the surveillance and monitoring and evaluation (M&E) systems for the COVID-19 response.
Key Responsibilities
- Provide technical leadership in developing/strengthening strategic information (SI) systems for GF COVID-19 RM TA activities.
- Provide technical leadership in design, development, planning, implementation, and capacity building for staff in analysis, visualization, dissemination, and use of data from different sources.
- Provide oversight for development/strengthening of performance monitoring plans and development of systems for data collection, collation, analysis, and use.
- Develop a robust monitoring system for tracking project progress and performance, and for ensuring fidelity and quality implementation, learning, and adapting.
- Develop strategies and tools for the design and implementation of the SI system.
- Conduct review meetings to identify issues, challenges, gaps, and the way forward with HCD/MOHP, Management Division (MD)/Department of Health Services, entities for HIV, Tuberculosis (TB) and malaria, GF’s principal recipients.
- Develops and maintains collaborative relationships with Government of Nepal, donor/client organizations and EpiC Nepal to strengthen SI for COVID19, TB, HIV and Malaria programs.
- Provides technical leadership to design and implementation of SI systems for COVID-19, HIV, TB, and malaria programs.
- Provide technical assistance for analysis and use of data from routine information systems and special surveys to influence the design program responses.
- Provide TA and advice M&E/electronic Logistics Management Information System staff in MD and provinces.
- Performs any other duties as assigned by the supervisor, focal point at MOHP, EpiC Nepal Project Director and FHI 360 Nepal Country Director.
Requirements:
- Master's degree or its international equivalent in a relevant field such as epidemiology, public health, statistics, health, social sciences, international development, or related areas with three to five years of experience in designing and implementing surveillance and M&E systems. The candidate should also have a track record of providing technical support in developing and implementing SI systems.
- Knowledge and experience of Government of Nepal, Global Fund, and EpiC Nepal reporting requirements would be an asset.
- Should have prior experience analyzing complex data sets obtained through routine information systems and special surveys. They should also have experience managing data using appropriate software such as DHIS-2, SAS, SPECTRUM, SPSS, or EPI INFO. Experience in preparation and submission of Progress Update and Disbursement Request for Global Fund.
- Ability to develop dashboards that includes appropriate graphics and geo-spatial displays for different audiences at global, country, and community levels.
- Experience in working effectively across various teams within the project and organization, and building and sustaining positive working relationships with NGOs, private sectors, government, and other stakeholders.
- Proactive in managing multiple tasks, managing, and working in virtual work environment, and flexible and open for managing time for working with different teams in different time zones as needed.
- Ability to work independently on several tasks with minimal supervision and ability to work with multiple stakeholders including different departments, divisions, and centers of MOHP.
- Excellent interpersonal, organizational, communication, team building and management, and problem-solving skills.
- Excellent oral and written English and Nepali including documentation skills.
- Demonstrated computer skills in Microsoft Office Suite Applications including Word, Excel, Outlook, and PowerPoint.
- Ability to travel to the field 20-30 percent of the time.
