Sr. Programme Associate (Adaptation)-1(pos)

The Government of Nepal (GoN) has received contribution from Adaptation Fund (AF) to execute a project entitled “Adapting to Climate-Induced Threats to Food Production and Food Security in the Karnali region of Nepal". Following the recommendations from the GoN, the World Food Programme (WFP) of the United Nations has been selected by the Adaptation Fund to implement the project activities in the capacity of a Multilateral Implementing Entity (MIE). The project will be executed in line with the Government's National Adaptation Programme of Action (NAPA) and Local Adaptation Plans of Action (LAPA) in Kalikot, Jumla and Mugu districts. The project period is four years.

The project’s goal is to increase the adaptive capacity of climate vulnerable and food insecure poor households by improved management of livelihood assets and natural resources in the above districts of Karnali region. Its objectives are the following:

  • Strengthened local capacity to identify climate risks and design adaptive strategies
  • Diversified livelihood and strengthened food security for climate vulnerable poor households in target areas
  • Increased resilience of natural systems that support livelihoods to climate change induced stresses
Key Accountabilities
  • Collect and consolidate information on climate change and adaptation required for the district planning and implementation processes.
  • Support in the identification of potential partners and partnership negotiations to ensure a collaborative and holistic approach to meeting project needs.
  • Prepare lists of cooperating partners including NGO and contracting firms and contribute to the selection of partners, setting up criteria, conducting purchase committee meeting etc.
  • Orient and assist the Cooperating Partners in the implementation of project activities using project implementation guidelines.
  • Liaise with the Cooperating Partners to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency, and highlight potential risks to project delivery.
  • Assist Cooperating Partners to carry out needs assessments, designs and pre-feasibility and feasibility studies.
  • Support cooperating partners to carry out LAPA and CAPA planning at the VDC/ community level reinforcing the capacity of Government, Cooperating Partners and communities to prepare for and respond to climatic stress and natural hazards.
  • Support the communities to manage financial system that contribute to increasing the maintenance fund established for the sustainability of the community assets created.
  • Coordinate the programme specific meeting at the District Energy, Environment and Climate Change Section (DEECCS) and prepare minutes regularly.
  • Carry out orientations and training to the local resource persons and community members in order to improve the local capacity.area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  • Track and analyse data to provide input into reporting activities and contribute to the preparation of accurate and timely reporting on activities. Ensure a proper database is maintained on project progress, lesson learned and best practices.
  • Set up community level communication system for sharing information on rainfall and temperature data in coordination with the DHM and DEECCS.
  • Develop and coordinate data gathering and monitoring/assessment systems ensuring that quality standards are maintained.
  • Prepare work plans and monitoring plans, conduct site visits, prepare and submit reports. Prepare field visit schedule and facilitate monitoring and evaluation in coordination with WFP Sub Office.
  • Other as required

General Requirements:

Education:

Completion of Secondary Education with a focus on Rural Development, Environmental Science, Natural Resource Management, Sustainable Development, Climate Change, Agriculture, Hydrology and Meterology, Civil Engineering or other field relevant to international development assistance, or degree with additional years of related work experience and/or trainings/courses.

Higher (Bachelor) degree preferred.

Language: Fluency in both oral and written communication in English and Nepali.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Minimum three or additional years of work experience with broad understanding of the various aspects of social mobilization, community development, PRA, RRA methods, tools and frameworks.
  • Experience working with government and international agencies at the local level.
  • Experience in implementing programme activities with increased level of responsibilities at the local level.
  • Has participated in implementing technical programs
  • Has provided input to policy discussions.
  • Experience in data analysis and database management.
  • Competency in communication, planning and reporting in English language.
  • Knowledge of basic computer skills on MS Office (word, excel and power point).
