Position title : Senior Officer-Program
Description of the Position:
This position requires to lead implementation and operation of “WASH and Holistic Development Project”, ensuring effective implementation of the project, coordinating with organizations working in similar field, government organizations and local stakeholders to produce desired output and outcome.
Reporting to: Manager-Program
Duty station: Field Office - Duhabi Municipality, Sunsari
Subordinate: Associate Officer, Assistant Officers , Support Staff
Employment type: Fixed term with three months of probationary period

Executive Director, Deputy Directors, Thematic Managers/Officers and Support Staff
Externally
District Coordination Committee (DDC), District Administration Office (DAO), District Health Office (DHO), Municipality Office, Municipality WASH Coordination Committee, Health Facility Operation and Management Committee (HFOMC) and other government bodies and like-minded organizations
Role
To lead implementation and operation of “WASH and Holistic Development Project” in Sunsari.
Responsibilities
Responsibility 1: Leadership and Management
-
Lead and manage team to implement the project in Duhabi Municipality of Sunsari district
-
Support to maintain up-to-date financial records of the project and ensure compliance of financial activities with Karuna Foundation Nepal (KFN) Operation Manual and prevailing law of the state
-
Demonstrate strong leadership quality to mobilize KFN team members and local community to achieve desired outcome of the project
-
Support to enhance the capacity of team members

Monitor the utilization of official assets on regular basis and ensure timely maintenance andproper documentation
-
Timely submission of Performance Evaluation along with recommendation of subordinates to HR section in Central Office, Kathmandu
Responsibility 2: Planning
-
Make necessary plan and strategies based on the local dynamics and changing scenario
-
Ensure community participation while developing plan and budget
-
Submit annual and quarterly plan to Program Director within time frame
Responsibility 3: Implementation
-
Ensure effective implementation of planned activities of the project
-
Provide necessary support to team members in implementation of the activities
-
Assure sustainability of the program with community participation and local resource mobilization
Responsibility 4: Monitoring and Supervision

Provide necessary support to conduct baseline study. Facilitate and participate in survey/research in working areas
-
Monitor and supervise the program with indicators and provide constructive feedback to the concerns
-
Involve all the stakeholders in monitoring process in regular basis
-
Supervise work of your team and make necessary adjustments when needed
-
Organize review of the program on a timely fashion
Responsibility 5: Coordination and Communication
-
Conduct/participate in coordination meeting with municipality and other development organization
-
Take lead to coordinate and establish networking with like-minded organizations working in the program area
-
Establish good relationship and maintain good rapport with the government (DCC, DAO, DHO, Municipality Office, MWASH-CC) non-government line agencies and local bodies in the program area

Maintain close coordination with other concerned stakeholders for effective result of the program
-
Represent KFN in public forum within the districts as and when needed
-
Ensure prompt reporting to the supervisor including challenges, learning, information on local dynamics or any other information that is relevant to project implementation and maintain regular communication with supervisor
Responsibility 6: Reporting and Documentation

Keep updated field information to your supervisor

Ensure timely submission of plan and progress report to the Monitoring and Evaluation Section in Central Office, Kathmandu

Keep update documentation of project activities and achievements, challenges, lesson learnt
Responsibility 7: Others

Work in close contact with supervisor and team members

Coordinate with all KFN staff, sections, and departments as and when necessary
-
Other responsibilities as assigned by the supervisor

Command in languages – Nepali and English ,Knowledge of local language will be an added value
Qualifications and experience:
-
Master’s Degree in social science or related subject
-
At least 3 years’ experience in project management
-
Previous experience of managing a WASH team at national or sub-national level
-
Experience of coordination and collaboration with national and provincial level government stakeholders
Physical Demands

Periodic visits to program areas required
