Project Description
Mott MacDonald is managing the DFID-funded programme: ‘Purnima: UK Support to Post-Earthquake Recovery in Nepal’ in four Districts (Gorkha, Dhading, Nuwakot, and Rasuwa). This programme aims to achieve long-term positive change in the lives of people in earthquake-affected regions of Nepal.
The implementation phase of the programme is due to commence in July 2018 for a 4.5-year duration and will work in 41 rural and urban municipalities. It comprises five Output Areas:

Support and capacity building to Government at central, district and local level in reconstruction planning.

Reconstruction of rural infrastructure, including water supply, foot trails, footbridges, schools, public buildings, and potentially other types of infrastructure.

Analysis of, and interventions to address, constraints to the private sector, including access to finance, supply of labour, materials and transport in the construction sector.

Mobilizing and managing a Challenge Fund to leave no-one behind (LNOB) in the reconstruction effort.

Monitoring, evaluation and learning.
It is essential the gender and social inclusion issues are covered explicitly in all output areas and activities undertaken through the programme. The project also aims to stimulate transformative change for women and girls, in social, economic and political arenas.
Job description
We are seeking a Social Development Specialist for a substantial but intermittent role. S/he will provide technical support to LNOB team and Challenge Fund (CF) implementing partners to ensure that the CF projects are designed and implemented to contribute significantly to the social and economic empowerment and wellbeing of vulnerable groups, and transformational change of women and girls in the project districts. S/he will collaborate with all four Output Area Leads to ensure that social development, economic empowerment and inclusion of targeted vulnerable groups, gender empowerment and access to services is mainstreamed into the programme.
Her/his main responsibilities will be to:

Identify the challenges and opportunities for socio-economic development of poor and vulnerable groups across the project activities and areas, and suggest implementation approaches;

Identify opportunities for transformational change of women and girls across project activities and areas, and suggest implementation approaches;

Advise CF / LNOB implementing partner organizations to effectively design and implement activities to enhance quality of life of vulnerable groups through socio-economic empowerment and inclusion;

Advise Output Area Leads on methods to target activities at the most vulnerable through the respective Output Area;

Undertake analysis related to socio-economic empowerment and inclusion of vulnerable groups in the project districts;

Work with the MEL Lead and LNOB Lead to update and adopt SMART / objectively verifiable indicators (OVIs) and means of verification (MoV) of outcomes under OA 4 (LNOB);

Advise for effective milestone tracking and adapt programmatic approaches (of LNOB), where necessary, for effective and efficient programme implementation;

Undertake other activities in relation to LNOB (Vulnerability window) and transformational change as required for the project.
Candidate Specification
-
A Master’s level degree in a related subject, with at least 15 years’ experience in social development;

Strong practical expertise in social, political and economic development, empowerment and inclusion of marginalized and vulnerable people on donor-funded projects (DFID experience an advantage);

Good experience working with minority or disadvantaged groups in remote districts and a strong sensitivity to the challenges of social inclusion and economic empowerment;

Demonstrated understanding of the challenges of post-earthquake reconstruction and recovery;

Good understanding on the ‘Leave no one behind’, as expressed in the Sustainable Development Goals and by DFID, and the ability to design activities to achieve this goal;

Strong communication, interpersonal and leadership skills, but also a team player with the willingness to learn and support the learning of others;

Proven ability to build and maintain effective working relationships with relevant stakeholders;

Ability to work effectively in remote areas, and willing to travel throughout the project area in Nepal;

Fluency in written and spoken English is essential, and fluency in relevant local languages spoken in the project area would be a strong asset.
