WaterAid Nepal (WAN) was established in 1987 during the UN Water and Sanitation Decade, 1981-1990. WAN has particularly a strong track record in supporting local partners for service delivery on water, sanitation and hygiene. WAN has placed an increased emphasis on learning, advocacy and influencing the sector in recent years.
In the aftermath of the recent disastrous earthquake in Nepal, several WAN projects (implemented through partners) have been directly affected. WAN has put in place a ‘WASH Emergency Programme Team’ comprising of various WASH experts who have experience working in emergency response. The team will have a set of focused roles and responsibilities to make planned intervention in the affected WAN project areas to ensure that the urgent water, sanitation and hygiene needs are addressed.
Job Title: Senior WASH Coordinator- Emergency Response (2 posts)

Duration:Initially for one year with high probability of extension
Location: Kathmandu with frequent visits to WAN project sites
Purpose of Job:
The post-holder will make detailed assessment and analysis of urgent WASH (with more focus on water and sanitation) needs in the targeted areas to design and implement emergency WASH response in close coordination with various internal and external stakeholders.
Duties and Responsibilities:
Assessment and Analysis:
Ø Provide leadership and expertise on water and sanitation assessment and analysis of needs
Ø Work within the emergency programme team and with WAN programme team to conduct initial rapid assessment and analysis of urgent WASH needs of the affected people in the targeted areas
Ø Represent WAN to various stakeholders, mainly government and non-government agencies
Ø Identify most appropriate response (immediate, medium and long term) to address the needs
Programme Plan, Development and Implementation:
Ø Develop detailed plan, aims and objectives with budgets for emergency WASH response activities/projects (focusing on water and sanitation)
Ø Support partners to plan, design and implement emergency WASH (focusing on water and sanitation) projects for the most marginalised people in the targeted communities.
Ø Provide expert technical support to partners for effective implementation of the project (focusing on water and environmental sanitation).
Ø Support partners to undertake research works, pilot innovative and creative ideas on WASH (focusing on water and environmental sanitation) issues with WASH rights etc.
Ø Select and design most suitable water system. This will include but not limited to source selection, abstraction, storage, treatment and distribution
Ø Select and design most suitable sanitation system. This will include excreta disposal, vector control, solid waste disposal, and drainage
Ø Facilitate and co-ordinate capacity building programmes (focusing on water and environmental sanitation) streamlining with partners' capacity building plan.
Ø Support partner organisations link with local stakeholders for increased programme efficiency, leverage and achieve advocacy objectives (focusing on water and environmental sanitation) in consultation with WAN advocacy team.
Ø Actively participate and contribute in internal and external meetings such as WASH cluster meetings (specifically on water and environmental sanitation technical working group), meetings with government and sector agencies and so forth
Ø Work in a collaborative manner with WAN Finance and Admin teams for effective support
Ø Ensure that standard policies, processes and systems of WaterAid are followed while making project planning/budgeting and expenditure
Ø Ensure that during programme design and implementation, the issues of protection, gender, livelihoods, DRR, natural environment, local customs & norms, sustainability etc are factored in
Monitoring and Reporting
In close coordination with Monitoring and Evaluation team, adopt an appropriate M&E system for analysing results to ensure and enhance programme effectiveness and quality
Ø Ensure timely receipt of progress and programme completion reports from partners, review the reports and provide feedback to partners
Ø Support partners to improve the quality of their reports, so that the information on programme outputs, outcome and impact is well managed and analysed against plans and objectives
Ø Ensure effective utilization of the resources provide by WaterAid to partners, ensuring funds are used appropriately according to the budget
Ø Monitor programme activities for approval, assessment of progress, verification of outputs and analysis of outcomes and impact
Ø Support partners to comply with donor contractual agreements
Ø Support WAN Emergency team on financial reporting for the project (focusing on water and environmental sanitation)
Documentation and Learning
Ø Support partners and WAN emergency team to initiate new innovative approaches, creative works that adds value to the organization and its partner organization
Ø Initiate and undertake evidence based documentation, such as preparation of case studies, learning documents, research and studies
Ø Work with partners to enhance and improve their abilities to analyse, document and communicate their work through quality reporting and case studies
Ø Provide regular updates on the emergency relief and recovery work to the immediate line manager, and other colleagues as appropriate
Others
Ø Work with the best interest of WaterAid and its beneficiaries in mind
Ø Promote importance of value for money as a part of organisational culture
Ø Represent WAN emergency programme team at meetings/forums/workshops whenever deemed necessary and advised by the line manager

Person specification
Essential:
Ø At least a Masters degree in civil engineering, public health or other relevant subjects, preferably with specialization in water and/or environmental sanitation
Ø A minimum of five years of progressive work experience in programme design, development, and implementation with strong expertise in emergency response, rapid assessments and need analysis
Ø Demonstrable experience in implementing community based and led WASH behaviour change in the emergency context
Ø Strong leadership, strategic planning and management skills with an ability to work in a multi-cultural setting
Ø Experience in technical report writing and research activities
Ø Fluency in spoken and written Nepali and English language
Ø IT literate (word processing, spreadsheets, and presentation)
Ø Good interpersonal skills
Ø Self-motivation, creativity and an ability to perform without close supervision
Desirable:
Ø Knowledge and experience in Disaster Risk Reduction (DRR)
Ø Experience of working in post-disaster situation
