Job Description
Job Purpose
The senior project officer will contribute to the Resident Mission (RM) by supporting and/or leading loan/Technical Assistance (TA) processing and administration associated with ADB's earthquake reconstruction support and supports NRM's relevant country portfolio management activities. The incumbent will report to a designated International Staff.
Expected Outcomes
Supports project preparation, including participation in missions, review of technical designs and cost estimates, liaison with government officials, data and project costing, procurement packaging and related technical issues.
Where assigned, leads in processing and administration of specific loans and TAs.
Prepares all documents related to internal procurement, loan extensions, reallocation of loan proceeds, changes in scope and implementation arrangements, and project and/or technical assistance completion reports.
Provides advice and training to government ministries, executing agencies (EAs) and sector entities on ADB guidelines on procurement, recruitment of consultants, and preparation of tender documents.
Supports or participates in Project Review or Country Portfolio Review missions as a mission member when required.
Maintains close cooperation with other DPs and undertakes consultations with them, especially in areas relating to donor coordination and harmonization in sector work.
Organizes, contributes to, supports, and participates in meetings, conferences, seminars, and workshops.
Performs other duties that may be assigned as reflected in the incumbent's work plan.
Supervises administrative staff as necessary.
Qualifications
Relevant Experience and Requirements
Bachelor's degree in civil engineering or related infrastructure and management fields.
Master's degree would be an advantage, along with experience in building projects and associated procurement and contract management.
Minimum 8 years of relevant professional experience in project management and implementation.
Experience & knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable.
Sound knowledge of government administrative systems and procedures.
Familiarity with accepted best practices of procurement and disbursement processes.
Excellent written and verbal communication skills in English are required.
