Job Description

Job Purpose

The senior project officer will contribute to the Resident Mission (RM) by supporting and/or leading loan/Technical Assistance (TA) processing and administration associated with ADB's earthquake reconstruction support and supports NRM's relevant country portfolio management activities. The incumbent will report to a designated International Staff.

Expected Outcomes

  • Supports project preparation, including participation in missions, review of technical designs and cost estimates, liaison with government officials, data and project costing, procurement packaging and related technical issues.
  • Where assigned, leads in processing and administration of specific loans and TAs.
  • Prepares all documents related to internal procurement, loan extensions, reallocation of loan proceeds, changes in scope and implementation arrangements, and project and/or technical assistance completion reports.
  • Provides advice and training to government ministries, executing agencies (EAs) and sector entities on ADB guidelines on procurement, recruitment of consultants, and preparation of tender documents.
  • Supports or participates in Project Review or Country Portfolio Review missions as a mission member when required.
  • Maintains close cooperation with other DPs and undertakes consultations with them, especially in areas relating to donor coordination and harmonization in sector work.
  • Organizes, contributes to, supports, and participates in meetings, conferences, seminars, and workshops.
  • Performs other duties that may be assigned as reflected in the incumbent's work plan.
  • Supervises administrative staff as necessary.

Qualifications
Relevant Experience and Requirements

  • Bachelor's degree in civil engineering or related infrastructure and management fields.
  • Master's degree would be an advantage, along with experience in building projects and associated procurement and contract management.
  • Minimum 8 years of relevant professional experience in project management and implementation.
  • Experience & knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is desirable.
  • Sound knowledge of government administrative systems and procedures.
  • Familiarity with accepted best practices of procurement and disbursement processes.
  • Excellent written and verbal communication skills in English are required.
