Job Description

Founded in 1983, the National Democratic Institute for International Affairs (NDI) is a nonprofit, nonpartisan organization working to strengthen and expand democracy worldwide. NDI’s office in Nepal has been operational since 1997 and has since collaborated with the Parliament, political parties, government agencies and civil society.

NDI-Nepal is seeking candidates for the position of Senior Administrative and Finance Manager to support the Institute’s operations by supervising staff; planning, organizing, and implementing financial, administrative, human resources and security systems. The position reports to the Institute’s Senior Country Director. To perform this job successfully, the individual must be able to conduct each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills and/or abilities required.

ESSENTIAL DUTIES AND RESPONSIBILITIES
FINANCE

  • Provide oversight of financial operations in the field for programs, funded by USAID and other donors;
  • Manage all aspects of accounting for the Nepal office, including cash advances, reconciliations, wire requests and financial pipeline updates;
  • Monitor program expenditures and monthly field expenses, including budget to actual expenses, and reporting on financial results and cost projections to management in Nepal and Washington, DC;
  • Use accounting and financial systems to support quality delivery of work;
  • Train and guide NDI’s field office accountant on NDI’s policies and procedures, donor grant compliance requirements, and bookkeeping and internal controls;
  • Oversee compliance with internal controls and accounting procedures;
  • Ensure timely preparation and submission of VAT refund files;
  • Ensure all financial and accounting reports are prepared and submitted in a timely manner;
  • Oversee the possible implementation and disbursement of sub-grants to local civil society organizations; and
  • Manage field grant audits and assist DC on grant audits.

ADMINISTRATION

  • Support the Senior Country Director with day-to-day internal operations of the Nepal office;
  • Liaise with NDI’s DC-based Asia team and administrative departments to ensure all significant administrative issues are addressed and resolved appropriately, and that all follow-up is performed as requested;
  • Provide guidance and counsel to international and local staff on administrative and human resource matters, in consultation with DC-based Human Resources Manager;
  • Ensure compliance with national laws, NDI and donor administrative and reporting requirements, as well as appropriate implementation of field office policy manuals and handbooks;
  • Implement and enforce administrative and human resources systems, in consultation with the field leadership, and with relevant DC-based staff, to support NDI’s programs in Nepal;
  • Supervise a team of administration staff;
  • Regularly review security plans and adapt NDI’s practices and profile as necessary;
  • Work with program staff to determine current and projected recruitment needs and assist in hiring, training and supervising local staff; and
  • Update job descriptions for national staff to accurately reflect responsibilities and processes within the organization and ensure ongoing competitive compensation in coordination with the Senior Country Director and DC-based Human Resources staff, when necessary.
  • Perform other assignments as and when necessary assigned by the Senior Country Director.

EDUCATION AND/OR EXPERIENCE

  • Master’s Degree in finance, accounting, business administration and/or a related field
  • Minimum of ten (10) years in financial management, accounting, and administration, preferably for an international NGO working with USAID funding;
  • Experience in and familiarity with managing financial and administrative duties under USAID grants high
  • Previous experience with international grants administration or NDI experience preferred.

REQUIRED SKILLS AND ABILITIES

  • Knowledge of budgeting, budget oversight, generally accepted accounting principles and the practical application of financial systems;
  • The ability to design and implement accounting systems suitable to a challenging and volatile environment with unreliable and sometimes nonexistent infrastructure;
  • Demonstrated management experience for organizations with international operations;
  • Demonstrated experience interpreting and administering policies pertaining to local national labor codes;
  • Strong interpersonal skills and demonstrated ability to communicate clearly, effectively, and with cultural sensitivity in writing and verbally with a diverse group of co-workers, partners, and the general public;
  • High level of attention to details in all aspects of work responsibilities;
  • Written and verbal communications skills combined with the ability to work collaboratively with an international organizational headquarters and with the field staff;
  • Experience with spreadsheet software (Microsoft Word and Excel preferred); Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired.

Quicken/Quickbooks experience required;

  • Ability to analyze and interpret governmental and organizational rules and regulations, including OMB Circulars A-110, A-122 and A-133; and
  • English and Nepali language fluency required.
