Job Description

Scope of work:

Under the supervision and guidance of the ROSA Health Specialist – Health Systems Strengthening, the Digital Health Specialist will:

  • Drive the implementation of the ROSA regional digital health strategy, roadmap and progress tracking mechanism and tools, ensuring cross-cutting and systems-focused support to regional health priorities including community health and nutrition, immunization, emerging priorities such as NCDs, mental health, and injury prevention, healthy environments for healthy children (HEHC), integrated PHC platforms, and digital public health infrastructure, in collaboration with ROSA HSS, MNH, Child Health, Immunization, T4D, and supply chain specialists;
  • Provide ongoing technical assistance to country offices on tasks and topics as agreed with country offices and the Health Section, working closely with country office digital health and T4D focal points, with a focus on support to country governments to develop and implement Digital Health Blueprints and enterprise architecture-based approaches for health information systems;
  • Facilitate and coordinate liaison with UNICEF HQ on global and regional guidance and technical support to country offices, engagement in global and regional partnership;
  • Support establishment and maintenance for regional partnerships;
  • Produce and support dissemination of knowledge management products, documenting and publicizing achievements and lessons learned from implementation of the regional strategy and country implementation experiences (may include journal articles, conference presentations / posters, case studies, blogs / online articles on UNICEF platforms, support to implementation research, etc.)
  • Input into ROSA Health Section processes, such as mid- and end-year reviews, annual work planning, ROMP etc.

Key Deliverables:

  1. Provide ongoing technical support to countries on digital health blueprint development and implementation, enterprise architecture, convening and partnership building; onthly report on achievements against workplan as agreed with supervisor by last day of each month for the duration of the contract (January – December 2025)
  2. Contribute to the design and implementation of digital interventions for Community Health and Nutrition across SAR countries
  3. Supporting the rollout of TSS compliant logistics management systems for PHC and immunization (including live cold chain inventory systems)
  4. Support the integration of remote temperature monitoring systems into eLMIS and develop systems/processes to strengthen utilization of RTM data by NLWGs
  5. Expand the “Digital Health: Planning National Systems” digital health course to a regional cohort of UNICEF and counterpart staff from SAR countries
  6. Support planning and facilitation of a High-Level Regional Workshop on Digital Transformation for Primary Health Care, with a focus on MNCH&N, Immunization, and Community Health and Nutrition
  7. Knowledge management and dissemination: organize and host at least two regional webinars, develop and submit at least one paper for publication and/or conference session.
  8. Develop and maintain a regional dashboard to track progress against key indicators in the ROSA Digital Health Strategy and Roadmap.

Job Specification

To qualify as an advocate for every child you will have… 

Education: Master's degree or equivalent with following technical skills:

  • At least 8 years of progressive experience in the fields of digital health, health data and information governance, health system governance, or similar
  • Experience and expertise in technical e-health system design principles and components, such as:
    • Enterprise architecture
    • Interoperability
    • Human centered design
    • Business process mapping and improvement
    • Digital technologies and software for health care systems
    • Longitudinal patient tracking / electronic medical record systems
    • Data governance
    • Knowledge and understanding of the Digital Health Building Blocks and Digital public health infrastructure
    • Experience working with Ministry of Health counterparts, other government counterparts, technical partners, and building partnerships
    • Experience and demonstrated skills in providing capacity building
