Job Description

Duties and Responsibilities


The incumbent will be reporting to Programme Manager. 

The position requires close collaboration with the Provincial Health Directorate, health service providers, and most importantly with the Sub-recipients (SRs) and communities to ensure that the Global Fund interventions are effectively integrated into Nepal's decentralized health system.

Ensure programme planning and implementation of HIV, TB and Malaria programme in the province: 

  • Lead in programme planning, implementation and monitoring and supervision of HIV, TB and Malaria programme in the province.
  • Ensure effective and efficient implementation of HIV, TB and Malaria program in the province. 
  • Lead in capacity building of SRs for quality service delivery in respective province. 
  • Review and provide feedback in all periodic programmatic reports submitted by SRs for improving the performance and for preparation and submission of timely /quality periodic programmatic reports. 
  • Assist in organizing provincial/district level HIV, TB and Malaria programme review meetings, trainings/workshops.
  • Conduct on site coaching and mentoring visits to ensure timely and quality implementation of all the activities per approved work plan in respective province.
  • Support in timely delivery of the supplies to SRs to avoid stock out in the province.
  • Ensure the compliance and supporting documents as per guidelines for programme intervention areas. 
  • Assist in budgeting, financial planning, and monitoring of expenditures at province and local level to ensure efficient use of resources and adherence to financial guidelines of UNDP. 
  • Prepare financial reports, tracking expenses, and ensuring compliance with UNDP and the Global Fund requirements.
  • Support in providing training to healthcare providers and programme staff to enhance their capacity in all three diseases. 
  • Coordinate with the PMU and the relevant Country Office for the regular monitoring of the SRs for the effectiveness of the programme implementation. 
  • Ensure that the priorities, emerging issues and disease specific trends, work progress of SRs are shared with the PMU to further guide programme intervention. 

Ensure coordination, monitoring, evaluation and reporting of programme: 

  • Coordinate with stakeholders particularly at province level with the Social Development Ministry, Province Health Ministry, Provincial Health Directorates, SRs and other key stakeholders both from government and other programmes to ensure timely and effective implementation of programme activities. 
  • Support in liaising with government agencies, non-governmental organizations, and other partners to ensure coordinated efforts in Global Fund interventions and strengthen synergy, avoid duplication and to mobilize resources effectively. 
  • Participate in meetings, facilitate communication, and foster collaborative relationships.
  • Prepare comprehensive reports on programme progress, challenges, and outcomes for submission for UNDP and for submission to Global Fund and other stakeholders. 
  • Ensure accurate documentation of all programme activities and maintain organized records.
  • Ensure the compliance and supporting documents as per guidelines for incentive/cash payments to beneficiaries and others.
  • Review financial transactions done in Sub-recipients’ level and ensure reasonableness and value for money at the time on-site visit.
  • Coordinate and ensure the monitoring and evaluation of Global Fund programme activities at province level to assess performance, identify challenges for further improvement in implementation of the project. 
  • Collect and analyse data (disaggregated), prepare reports, and ensure compliance with UNDP and Global Fund requirements.

Ensures facilitation of knowledge building and sharing: 

  • Provide guidance in organizing workshops, developing training materials, and offering on-site support at the province level. 
  • Synthesis of lessons learnt and best practices to contribute to strengthening of Global Fund intervention and link with the other portfolio programmes of UNDP including the overall governance, inclusive economic growth and environment/climate change & resilience.
  • Interacts with and provides guidance for national partners and independent experts on effectively managing and coordinating the Global Fund at province and local level. 

Contribution towards Gender and Social Inclusion (GESI):  

  • Ensure that GESI is mainstreamed in all three diseases component interventions and deliver quality services, adopt human rights-based approach, ensure better access to health services for the key affected population groups and to lead a healthy and productive lives while enjoying full inclusion. 
  • Promote gender equality and social inclusion (GESI) throughout programme implementation. 
  • Support to create a culture to respect cultural, social, and religious diversity.
  • Support to the stakeholders to establish a system to collect gender/diversity disaggregated data, impact stories and results benefiting key and vulnerable populations (male, female, gender and sexual minorities, persons with disabilities and marginalized groups) and risks and challenges associated for their meaningful participation in programme intervention, engagement in decision making processes and overall, in the federal context particularly service delivery (keeping health services in focus).
  • Ensure GESI is adequately captured in project progress reports, field mission reports, research, assessment, studies, any baseline survey, and final project evaluation.
  • Fully comply with UNDP’s GESI policy and ensure contribute to the zero tolerance for discrimination, harassment, sexual harassment, sexual exploitation, and abuse. 
  • Create a safe working environment by developing respectful and safe organizational culture and supporting practices.
  • Collaborate with team members, programme partners, national stakeholders and SRs to ensure safe implementation of programmes at the community level applying Do No Harm approach.

Job Specification

Required Skills and Experience
Education:

  • Advanced university degree (master’s degree or equivalent) in Public Health (MPH) or a related field is required OR  
  • A first-level university degree (bachelor’s degree) in the above-mentioned fields in combination with additional 2 years relevant experience will be given due consideration in lieu of master’s degree.  

Experience:

  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in public health programme management, particularly in HIV/AIDS, TB, and Malaria programmes. 
  • Experience in the use of computers and office software packages as well as web-based management systems.
  • Experience in project management and coordination with stakeholders is highly desirable. 
  • Excellent written and verbal communication skills, with the ability to produce clear and concise reports and to effectively engage with diverse stakeholders is highly desirable.
  • Additional experience  in public health programme management, particularly in HIV/AIDS, TB, and Malaria programmes will be an added advantage.
  • Specialized training in TB or infectious diseases will be an advantage.
  • Experience in monitoring and results tracking is highly desirable. 
  • Knowledge and experience in coordination with government, other partners along with national and international stakeholders is highly desirable.
  • Experience with Global Fund projects or other international health initiatives is highly desirable.
  • Proficiency in data analysis, programme monitoring and evaluation, and familiarity with TB diagnostic and treatment protocols is highly desirable. 
  • Experience in Gender Equality and Social Inclusion, and diversity issues is highly desirable.
  • Familiarity with donor-funded programmes, particularly those funded by the Global Fund, is highly desirable.
  • Experience in knowledge management and knowledge sharing is highly desirable.

Required Languages: 

  • Fluency in English and Nepali are required.
