Position : Project Manager
Project : Assistance to Persons of Concern (POCs) in Kathmandu
Grade: 9
Placement: Regional Office Centre, Kathmandu with frequent field visits
Overall Reporting to: Governance and Regional Program Coordinator, Central Region
Project Manager is entrusted with the responsibility for proper management of “Assistance to Persons of Concern (POCs) in Kathmandu Project” within the agreed framework with the UNHCR. The Project Manager shall perform within the framework of LWF Nepal's Country Strategy, Country Operational Program Plan (COPP) and Project Documents PDs). The Project Manager is expected to ensure LWF Nepal's consistency and coherence in regular work, and promote institutional learning and synergy amongst the LWF Nepal and Implementing Partners.
The main tasks include:
R1: Program Management

Take responsibility of smooth operation of “Assistance to Persons of Concern (POCs) in Kathmandu Project” within the partnership framework with UNHCR.

Prepare project plan and budget within the framework of UNHCR and LWF Nepal planning guidelines
-
Conduct quarterly review of the project in line with approved work plan, project documents and budget
-
Conduct regular assessment on the status of POC for the necessary program design.

Produce and ensure that monthly reports, mid-year and annual reports (narrative and financial) and work plan are prepared and submitted to UNHCR within the deadline.

Ensure proper utilization of funds in the project.

Ensure that all the compliances of LWF Nepal is met while providing support to POCs
-
Assist and ensure proper management and monitoring of planned activities.

Maintain good functional coordination with Donors and Implementing Partner Organizations.

Monitor the status of implementation of the planned activities vs. budget expenditure and keep updated to the management of LWF Nepal.

Take initiative in building capacities of staff of LWF and Implementing Partners to accomplish desired results.
R2: Procurement and Asset Management
-
Regularly identify needs of the POC, especially on livelihood and primary health care.

Liaise with vendors/suppliers; oversee the smooth delivery and distribution of goods/services as per demand/estimate, collection of bills and coordinate with finance department of LWF country office for timely payment.

Ensure proper distribution of subsistence and other allowances.

Prepare and update inventory list of the project assets

Prepare the Annual Procurement Plan in consultation with the administration officer of LWF Nepal country office by preparing the annul inventory and asset management plan of RC.
R3: Fund Raising and Resource Mobilization

Assist GRPC and resource mobilization team of LWF Nepal to develop concept notes, project proposals for raising funds.

Establish linkage with potential donors, share ideas and inform to the senior management team members.

Establish mechanism and motivate Implementing Partners and community institutions to generate and mobilize resources locally in order to pave path for sustainability.
R4: Program Monitoring and Review

Plan and coordinate project reviews, evaluations to be conducted internally or externally as required by project

Organize and facilitate monthly/quarterly regional program coordination, review and reflection meetings, draw learning and document outcome and impact of the work.

Conduct or facilitate in conducting impact studies, and other relevant research and studies to generate evidence of changes from LWF Nepal regional program.

Set up and maintain a common electronic and hard copy system for access to key documents such as M&E tools, tracking and reporting forms, monitoring reports, proposals, donor requirements and reports, evaluations and other program information
R5:Leadership and Representation
-
Articulate LWF Nepal's mandate to the donors, Implementing Partners and government officials and represent LWF Nepal as and when required.

Assist the GRPC and LWF Nepal management in setting policies, strategies and plans in line with upholding the rights of poor and oppressed people in Nepal.

Represent LWF Nepal in coordination meetings or any other meetings concerning the project
-
Represent LWF Nepal in the national and district level meetings, workshops, missions and other relevant events.
R6: Human Resource Management and Development
-
Supervise project staffs, conduct their performance appraisal and provide timely feedback on his/her performance.

Conduct staff development needs assessment in collaboration with LWF Nepal human resources manager and plan for enhancing level of competencies up to the expected standards.
R7: Others
-
Attend LWF Nepal's forums and meetings as and when required.
-
Carry out other tasks as assigned by the GRPC.

Familiarize her/himself with the mandate, mission and objectives of the Lutheran World Federation Nepal.

Be versed of international and national legal instruments related to Refugees and IDPs and the role of UNHCR and humanitarian organization like LWF Nepal.
-
Familiarize her/him with LWF Nepal's policies, procedures, norms and standards like financial policy, employment policy, management guidelines, Sphere standard, HAP, Code of Conducts, Code of Ethics, Child Protection Policy, SGBV, Complaint Mechanism, human rights based approach to development, results-based PME, among others.

Bring up the strategic issues to the attention of CMT through GRPC before approaching to UNHCR.

Maintain impartiality from party political influence.
-
Orient/induct new and existing staff about LWF Nepal's priorities, working approaches, expected results, among others. Facilitate the same process at the Implementing Partners level as well.

Set up the complaint mechanism and make it functional within LWF Nepal and Implementing Partners level. Make arrangement to have a practice of zero tolerance on Sexual and Gender Based Violence, and corruption/misuse of powers matters.
Qualification and Competencies:

Masters degree in social science, law, business administration or other relevant subject with at least 3 years of project management experience.

At least 1 years of experience in administration, procurement and inventory management

Sound knowledge of project cycle management
-
Good knowledge about refugees, stateless people and asylum seekers.

Experience in working with I/NGOs.
-
Good understanding and practical experiences about human rights-based approach to development, results-based monitoring, policy analysis and advocacy.
-
Good knowledge about participatory tools and methodology, proposal writing, budget analysis and financial management.
-
Excellent communication skill both in English and Nepali.
