Part one: Job Identity
PHASE Nepal is a well-established and fully Nepali led National NGO. It was established in 2006 by a group of development professionals dedicated to support poor communities in remote areas of Nepal. Main aim of the organization is to encourage people in remote areas to engage in their own development themselves. Its target geographical area at present is mainly the middle hills; usually the most disadvantaged area of Humla, Bajura, Mugu, Gorkha, Sindhupalchok and Kavrepalanchok districts of Nepal. It focuses its activities in the field of Health, Education and livelihoods improvement.
Due to recent earthquake in April and May of last year, PHASE had to respond to the immediate need of rescue and relief work. Since we had over 30 staff in earthquake hard hit areas of Sindhupalchok and Gorkha districts we were the first few organizations to arrange treatment, rescue and relief work in our working VDCs. This relief work continued in 6 Northern VDCs of Gorkha district and 5 VDCs of Sindhupalchok districts. This project, WASH Recovery Project funded by the DiakonieKatastrophenhilfe, Germany has been implemented in 6VDCs namely Hagam, Fulpingkot, Jalbire, Selang, Pangtang and Baramchi of Sindupalchowk district.

Job Summary:
The prgramme manager will be resonsible to handle the projects of an organization to ensure that they are in line with the stated goals of the organization. A program manager may work with everyone from volunteers to management level staff so s/he must be capable of conveying information to people who are not specifically trained in a task and have to lead highly qualified and experienced senior management team members. The biggest concern for every program is whether or not it is producing the desired outcome and whether that desired outcome is in line with the motives of the non-profit organization. Monitoring activities, controlling,organizing, and costs of an event and proceeding to modify them as necessary , are key steps. The post holder needs to coordinate and liaison with international donors, represent PHASE in different Government and I/NGO forums, design projects, develop proposals and lead the organization implementation team as appropriate.
Part Two: Job Content
Responsibilities of the position
Programme Planning and Development
-
Plan the delivery of the overall program and its activities in accordance with the mission and the goals of the organization.

Develop new initiatives to support the strategic direction of the organization.

Develop and implement long-term goals and objectives to achieve the successful outcome of the program.

Develop an annual budget and operating plan to support the program.
-
Develop a program evaluation framework to assess the strengths of the program and to identify areas for improvement.

Develop tools for baseline needs assessments and conduct assessments in new target areas.
-
Analyse baseline data and prepare recommendation reports.

Work with Executive Director, members and other managers in developing new programmes (including using planning tools like log frames where appropriate).

Be present in field for start-up and exit of all projects.

Work with Executive Director, members and other managers in preparing project proposals for fundraising (and identifies new funding opportunities where relevant) with high quality of reporting and documentation

Document all activities undertaken by organization staff and the outcomes of those activities.

Develop reports to Executive Committee, local and national government bodies, partners and donors as and when necessary.

Work with Executive Director, members and other managers in preparing best practice guidelines for starting, implementing and phasing out process of projects run by PHASE Nepal.

Compile and write case studies and human interest stories from the field.

Ensure useful evidence, statistics and photographs are extracted for use in reports and publicity.

Develop a system for keeping PHASE Nepal’s contacts updated.

Take primary responsibility for developing and drafting PHASE Nepal’s annual report.

Develop and implement a system for information management to ensure all soft and hardcopy documents are filed in an easily accessible way.
Networking and Communications

Ensure PHASE’s participation in relevant local networks and coordinate smooth relationships with government agencies, NGO partners and other stakeholders.

Represent PHASE at a local, national and (occasionally) international level.

Keep up to date on relevant government policies, strategies and legislation.

Develop and maintain a database of contacts for networking purposes.

Work with Executive Director, members and other managers in designing relevant robust monitoring and evaluation tools and schedules for all projects.

Take primary responsibility for implementing monitoring and evaluation plan and collecting data for all projects.

Take primary responsibility for analysing and interpreting monitoring data.
-
Create improvement plans for projects based on monitoring results and public audit.

Management of program staff
-
Develop and maintain a clear system of regular field visits to ensure project implementation effective and high quality.

Ensure best practice in policy and implementation by regularly researching model Human Resource Management.

Take part in recruiting, selecting and placement of staff and develop staff orientation and induction plan.

Conduct performance appraisals with program team members,providing constructive feedback and direction as to improvement.

Provide positive leadership to all staff, encouraging a team approach, professional attitude and good board – staff relations, always modeling best practices in this regard.

Assess training requirements for staff, members and other stakeholders and identify appropriate opportunities.

Work with Executive Director, members and other managers in taking disciplinary action of staff as per PHASE Nepal Policy if unavoidable.

Minimum Educational Attainment
Master’s Degree in Development Studies, Management, Social Science or any relevant field.
Minimum Professional Experience

Minimum 10 years of experience in managing similar projects in development field with proven track record of best performance after completion of Master’s Degree.
