On April 25, 2015, a 7.6 magnitude earthquake struck Nepal, followed by four aftershocks that were greater than magnitude 6.0. To date, there are over 8,790 casualties and 22,300 injuries, and affecting the lives of eight million people, almost one-third of the population of Nepal. Thirty-one of the country’s 75 districts have been affected, out of which 14 were declared ‘crisis-hit’; another 17 neighboring districts are partially affected.

We are planning to support the long-term reconstruction and rehabilitation efforts in Nepal and is seeking qualified Program/Project Controls Specialist(s) to work for CDM Smith on a number of pending opportunities to support the reconstruction of Nepal in sectors such as health, education, transportation, public works, and other infrastructure in the earthquake affected districts.The Program/Project Control Specialist will help ensure that individual activities under the NCRP are managed so that the strategic goals and outcomes of the NCRP are achieved.
Responsibilities:
Program/Project Control Specialist is responsible for the planning, execution, and oversight of project controls activities for the project
Review, approve and manage subcontractor baseline schedules and payment terms.
Capture the progress data from sites and prepare monthly portfolio reports to track progress on work packages / subcontracts
Prepare KPI plan and report KPI performance
Prepare monthly progress reports
Perform complex aspects of project control activities and ensure project administration, change management, project estimating, cost management, and schedule management are executed in a timely fashion and in accordance with all company standards and contractual requirements
Support creation of Work Breakdown Structure (WBS) and development of schedules and budget data for those WBS elements
Develop proposal input to address required change requests
Support the CDM Smith Project Management team in maintaining timely and effective change management processes, procedures, and systems
Communicate and present complex issues and solutions to program leadership
Support CDM Smith Project Management team in preparation of yearly work plans
Support CDM Smith Project Management team in financial analysis and reporting to home office
Collaborate with program team members and corporate support staff in the development, implementation, and management of program controls and systems
Act as program-wide champion for program information management system, ensuring program-wide compliance
Bachelor's degree (Masters preferred) in engineering, project management, business, or associated discipline
Certification: Project Management Institutes (PMI)’s Project Management Professional (PMP) preferred
Minimum eight (8) years of experience in business management or related field with at least four (4) years in planning, scheduling, and cost engineering in a project management environment
Develop and implement the controls portion of the program management plan outlining policies and operational processes
Ability to direct staff as necessary to perform various controls activities
Strong computer skills and ability to utilize word-processing and database applications including MS Office
Strong communication, prioritization, and organizational skills
Ability to work with a distributed program team
Strong presentation skills (document-based and verbal)
Ability to work with others in a positive and collaborative manner
Ability to train staff on controls processes and system tools
Promote and adherence to CDM Smith’s quality management program
Ability to work as part of a high-performing and multi-disciplinary team, often operating under tight deadlines and timetables
Fluent in English with excellent written and oral communication skills. Proficiency in Nepalese is preferred but not required
Prior experience in the South Asia /Asia-Pacific region is preferred but not required
