Job Purpose

To contribute to the Nepal Resident Mission (NRM) operations by supporting or carrying out research and analysis for country programming, loan and technical assistance (TA) processing, portfolio management, and associated operations in coordination with counterparts in ADB headquarters, client organizations, private sector, and development partners (DPs). Focus will be placed on promotion of private sector investments in infrastructure including public private partnership (PPP) and in industries for employment creation.

Expected Outcomes

Country Programming

  • Assists in the preparation of Country Partnership Strategy (CPS)/ Country Operations Business Plans (COBP).
  • Coordinates the preparation and updating of sector roadmaps and result frameworks by working closely with Sector Divisions, relevant government counterpart agencies and DPs, with a focus on attracting private sector investments in infrastructure and industries.
  • Supports and coordinates for preparing investment and TA pipelines, based on discussions with the government and South Asia Department (SARD) Sector Divisions.
  • Monitor overall preparation, delivery, and readiness of the assistance program – with periodic briefs to Country Director on processing and implementation of TAs and loans/grants, flag program related problems, and suggest solutions.
  • Assist the preparation of Country Performance Assessment (CPA) for the designated themes and sectors.

Thematic and Sector Work, and Associated Policy Advice

  • Prepare written economic and sector/ thematic work in the designated fields by independently conducting research, analyzing information and preparing reports.
  • The above work includes assessments for promoting private sector investments in infrastructure and industries, including enabling environments and regulations, and sector specific analyses such as energy and transport sectors (policies, regulations, institutions, and planning frameworks) to achieve this end.
  • Provides policy dialogue advice to Country Director based on the designated analytical assessments, drawing implications for and impact on ADB operations in the country.
  • Assists DP coordination activities for the designated subjects, including representing ADB in the relevant DP working group meetings, exchanging information with multilateral and bilateral DPs, and exploring common and harmonized result frameworks.

Operational Support

  • Participates in relevant TA, program, and project processing missions (including those of the Private Sector Operations Department) and reviews to provide sector/ thematic information as required, follow-up issues for designing projects and TAs and loan/grant negotiation and Board/Management presentation.
  • Administers, as appropriate, the implementation of assigned TAs, programs, and projects, including (i) consultant recruitment and procurement; (ii) work execution and disbursement support; (iii) safeguards management; (iv) progress review, problem identification, and resolution; and (v) compliance with other covenants.
  • Assists in preparation of briefing notes and presentation materials for workshops, conferences, meetings and seminars, and for visiting Management members.

Knowledge Management

  • Coordinate for the preparation of knowledge management plan related to public and private sector investment promotion for Nepal, in consultation with the government, other stakeholders, and ADB sector and thematic staff.
  • Facilitate the implementation of the KMP for the assigned subjects including the relevant sector and thematic works and country programming operations, and disseminates the findings.

Others

  • Assists in preparation of briefing notes and presentation materials for workshops, conferences, meetings and seminars, and for visiting Management members.
  • Maintain close consultations with the stakeholders including the media and civil society groups in undertaking the above assignments.
  • Performs other duties that may be assigned as reflected in the incumbent’s work plan.

Education Requirements

Bachelor's degree in economics, business administration, or related disciplines; preferably with advanced training.

Relevant Experience

Work experience

- At least 8 years of relevant professional experience

- Experience in private sector investments in infrastructure (such as energy sector) including their financial structuring, project implementation and supervision will be an advantage.

Technical knowledge

- Demonstrated expertise and experience within the assigned sectors/themes

- Strong capacity and background in policy analysis and familiarity with institutional structures of the energy sector

- Sound knowledge of government administrative systems and procedures

- Good knowledge on private sector operations in infrastructure, including public private partnership, and associated financial structuring of investment projects and procedures for identification, planning, implementation, and operations

- Effective report-writing and communication skills in English

- Strong Proficiency in the use of MS Office and other productivity tools

- Able to guide Administrative Staff to facilitate work planning, delivery and quality review

- Able to liaise and work effectively with government officials within own work location
