ORGANIZATIONAL CONTEXT

As part of WFP’s technical assistance to the Government of Nepal for the School Meals Programme, it was discussed and agreed that WFP will second a Programme Policy Officer (School Meals Specialist) to be positioned will be based in Ministry of Education (MoE) systems/Department of Education (DoE) to support the five core pillars within the Systems Approach for Better Education Result (SABER) framework- 1.  Policy Framework 2. Financial Capacity 3. Institutional Capacity and Coordination 4. Design and Implementation and 5. Community Roles- Reaching Beyond Schools. Through extensive national consultations with stakeholders, the MoE developed a road map to strengthen and scale up the National School Meals Programme in Nepal.

With reference to the overall ToR for the School Health and Nutrition component of the School Sector Development Plan (SSDP), the Programme Policy Officer (School Meals Specialist) will work with key school health and nutrition focal persons at the NPC, the MoE and relevant sectoral agencies to translate the SABER road map into actionable tasks and achieve the targets by the proposed timeline.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance and supervison of WFP Country Director and Head of Programme and direct supervision of Head of Education Support and to the School Health and Nutrition focal person at the Ministry of Education/Department of Education the incumbent is responsible for the following duties;

  • Coordinate with school meals focal persons within the government (Education, Health and Agriculture and others) and manage related tasks;
  • Provide technical assistance in developing and managing overall strategic plan and annual workplan for a national school meals agenda; 
  • Provide overall strategic guidance on school meals programme planning and coordination;
  • Provide management support to the MoE in all School Meals related matters and other sectors and stakeholders on strategic and coordinated planning;
  • Provide specific liaison between the Government and Development Partners where appropriate;
  • Provide feedback and suggestions for policies, strategies, guidelines and other related documents that will be developed for a sustainable National School Meals Programme within the federal structure;
  • Liaise various platforms/networks and other stakeholders on School Health and Nutrition agenda, specifically school meals to achieve Sustainable Development Goal:2 Zero Hunger; (ToR continues in long description)
Long Description
Technical and Operational
  • Assist to maintain regular communication between the School Health and Nutrition unit (DoE) and School Meals Programme team (WFP) to update the progress of the project implementation;
  • Assist in facilitating the WFP support to the government for school meals including administrative, logistical, financial and technical support for the project implementation;
  • Provide technical inputs, guidance and support to the GoN in developing an integrated National Home Grown School Meal Programme aligned with the National Social Protection Framework, the Multi-Sector Nutrition Plan II and the School Sector Development Plan;
  • Support the GoN in the transition plans of Food for Education Project in accordance with the federal structure;  
  • Support with comprehensive joint monitoring and follow up;
  • To strengthen control mechanism for implementation of cash based school meals programme;
  • To support with collation of data and report from local level and prepare consolidated reports;
Coordination
  • Convene the regular meeting with school meals focal persons;
  • Prepare meeting agenda, take minutes of meeting and follow up with required persons on outstanding agendas;
  • Coordinate the activities of HGSMP with various level government agencies for effective implementation of the project;
  • Prepare appropriate briefing material;
Capacity Strengthening Support
  • Assess the need of capacity strengthening for relevant institutions and staff in context of decentralized government structure for effective implementation of HGSMP;
  • Coordinate and facilitate the school meals menu planner trainings;
  • Share the best practices and lesson learnt from global and national innovations including school meals modality and nutrition sensitive education;
  • Comparative analysis of education achievements through school meals;
  • Other as required.
General Requirements:

Education: Advanced University degree in International Affairs, Economics, Nutrition, Agriculture, Environmental Science, Public Health, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has gained experience in implementing technical programs (i.e. nutrition, etc.);
  • Has implemented programmes and provided input into designing operations;
  • Has provided input into policy discussions and decisions;
  • Minimum 5 years working directly with government on policies and programmes on school health and nutrition;
  • Expertise in school meals programme design, operations and policies;
  • Strong knowledge in child development and education desirable;
  • Experience working in partnership with UN, NGOs, government and civil society;
  • Excellent written and verbal communication skills in English and Nepali;
  • Strong analytical and interpersonal skills;
  • Highly organized and professional;
  • Ability to work independently and as part of a team.
