ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity. 

JOB PURPOSE

To provide support to policy and programme activities that effectively meet Forecast based Emergency Preparedness for Climate Risk (FbF) Project need in Nepal.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Under the direct supervision of the Head of Evidence, Policy and Innovation Unit, the incumbent will perform the following specific duties and responsibilities:
  2. Perform responsibility of a focal person for the Forecast based Emergency Preparedness for Climate Risks (FbF) project in Nepal.
  3. Coordinate with the Government of Nepal (GoN), Department of Hydrology and Meteorology (DHM) and Ministry of Home Affairs (MoHA)/National Emergency Operation Centre (NEOC) for planning and implementation of Forecast based Emergency Preparedness for Climate Risks (FbF) related activities in the flood prone Terai districts of Nepal;
  4. Coordinate with Governments at different spheres to formulate Disaster Risk Reduction (DRR) policy and strategic action plans in line with Forecast based Emergency Preparedness for Climate Risks (FbF);
  5. Facilitate strengthening the capacity of DHM to increase the flood forecasting lead time;
  6. Coordinate with government and non-government agencies at the district, Local Government (Palika) and provincial level to plan, implement and monitor FbF related activities;
  7. Research and analyze policy and operational issue related to DRR and climate related early warning; 
  8. Undertake flood risk assessments and organize workshops/write shops, in collaboration with DHM and other partners, to develop Standard Operating Procedures (SOPs) for flood disaster preparedness based on weather forecast;
  9. Organize and/or facilitate capacity development trainings, workshops and simulation exercises at the national, provincial, district and Palika levels as required;
  10. Maintain functional coordination with DRR related stakeholders at the national, provincial, district and Palika levels;
  11. Supervise field staff and strengthen their capacity on linking rainfall and flood forecasts to flood disaster preparedness;
  12. Support field level staff in establishing and sustaining coordination with District Disaster Response Committees (DDRCs), District Lead Support Agencies (DLSAs) and relevant forums/platforms at provincial, district and Palika levels;
  13. Document achievements, learnings, and outcomes and share those at national forums and FbF dialogue platform at regional and international levels;
  14. Communicate and coordinate with WFP headquarters, Regional Bureau in Bangkok and FbF focal points in Bangladesh, Philippines, Haiti and Dominican Republic for cross learning;
  15. Other as required;
General Requirements:

Education: Advanced University degree in Environmental Science, Water Resources Engineering, Hydrology, Disaster Management, Climate Change, with minimum 3 years experiences in Disaster Risk Reduction (DRR) and related field; First University degree in Geoinformatics, Civil Engineering, Agriculture with at least 5 years experiences in Disaster Risk Reduction (DRR) and related field;

Language: Fluency (level C) in English language and the duty station’s language, if different.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Minimum 3 years experiences in Disaster Risk Reduction (DRR) and related field with Advanced University degree in Environmental Science, Water Resources Engineering, Hydrology, Disaster Management, Climate Change, Or at least 5 years experiences in Disaster Risk Reduction (DRR) and related field with First University degree in Geoinformatics, Civil Engineering, Agriculture;
  • Proven track record of coordinating with the Government, development partners (including I/NGOs), research institutions and other relevant organizations;
  • Strong analytical report writing skills;
  • Good analytical skills, especially on flood risk mapping, flood forecasting and modeling;
  • Experience in development researches and innovation is an advantage;
  • Proven documentation and presentation skills;
  • Has implemented programmes and provided input into designing operations.
  • Has provided input into policy discussions and decisions.
