Job Description

Programme Policy Officer(Climate Change)-1(pos)

The Government of Nepal (GoN) has received contribution from Adaptation Fund (AF) to execute a project entitled “Adapting to Climate-Induced Threats to Food Production and Food Security in the Karnali region of Nepal". Following the recommendations from the GoN, the World Food Programme (WFP) of the United Nations has been selected by the Adaptation Fund to implement the project activities in the capacity of a Multilateral Implementing Entity (MIE). The project will be executed in line with the Government's National Adaptation Programme of Action (NAPA) and Local Adaptation Plans of Action (LAPA) in Kalikot, Jumla and Mugu districts. The project period is four years.

The project’s goal is to increase the adaptive capacity of climate vulnerable and food insecure poor households by improved management of livelihood assets and natural resources in the above districts of Karnali region. Its objectives are the following:

  • Strengthened local capacity to identify climate risks and design adaptive strategies
  • Diversified livelihood and strengthened food security for climate vulnerable poor households in target areas
  • Increased resilience of natural systems that support livelihoods to climate change induced stresses
KEY ACCOUNTABILITIES (not all-inclusive)
  • Contribute to the mainstreaming of climate change and adaptation into the strategic planning and implementation processes.
  • Contribute to the development of projects and activities, plans and processes, ensuring alignment with UNFCCC, Kyoto Protocol and Adaptation Fund policies and guidelines.
  • Provide technical support to the specific and defined projects and activities, ensuring a coordinated approach with programmes/projects that comply with technical standards and procedures followed by the Ministry of Population and Environment (MOPE), Ministry of Federal Affairs and Local Development (MOFALD) and WFP.
  • Assess the vulnerabilities of assets and service offerings to physical climate change impacts as well as to potential regulations and legislations.
  • Establish climate indicators following NAPA, LAPA and Community Adaptation Plans of Actions (CAPA) for baselines and recommend milestones.
  • Coordinate with MOFALD, DHM, WFP and concerned partners to monitor project progress, delivery and results to ensure effective programme and project implementation. Organize joint field visits, carry out field visits and provide guidance to address implementation challenges at all levels.
  • Provide technical support to connect Weather Outlook Centers with the District, Regional and Central level system of DHM. Establish linkage with the real time information system in coordination with concerned line agencies including NARC, DHM, MOHA and MOFALD.
  • Coordinate/communicate with parties to ensure activities/programs are being carried out as per the approved guidelines.
  • Consolidate and prepare periodic narratives and financial reports in accordance with standard reporting policies and procedures.
  • Provide substantive support and input to Programme Policy Officer (Adaptation-Coordinator) for conducting NPSC meeting, working group and other meetings through organization of meeting, recording of minutes and report writing.
  • Perform other duties related policy and project tasks in the areas of climate change adaptation as required.
  • Other as required.

General Requirements:

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Environmental Science, Natural Resource Management, Sustainable Development, Climate Change, Agriculture, Hydrology and Meterology,or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. Masters in required.

Language: Fluency in both oral and written communication in English and Nepali.

 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Minimum five or additional years of work experience with broad understanding of the various aspects of climate change adaptation methods, tools and frameworks.
  • Experience working with government and international agencies.
  • Experience in providing technical assistance to programme implementation.
  • Experience in designing and implementing food security and climate change related programmes.
  • Has provided input into policy discussions and decisions.
  • Competency in communication, planning and reporting in English language.
  • Knowledge of basic computer skills on MS Office (word, excel and power point).
  • Willingness to take up extensive travel to projects areas.
