KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of National Programme Policy Officer (M&E), the staff member will perform the following responsibilities:
Provide support to manage McGovern-Dole monitoring and evaluation activities:
Assist implementation of the performance monitoring plan (PMP) for food assistance/school feeding, literacy and WASH activities
Provide support for setting up internal monitoring processes in order to manage the PMP
Support the planning and implementation of capacity development activities aiming to build national M&E capacity in the Ministries and at local government levels
Assist planning and Facilitating lessons learnt exercises among the partners and stakeholders including the targeted communities and beneficiaries
Provide support to activities in preparation for baseline, mid-line and end-line survey in line with the Evaluation Plan FY 2018-2021
Coordinate with the field monitors and manage the process monitoring activities
Help compile and disseminate regular analytical monitoring reports based on quantitative and qualitative analysis of information collected in the field (Cooperating Partner reports, Situation Reports, monitoring visits) to inform Programme and Management decision making.
Assist head of M&E on establishing strategic and effective partnerships with NGOs, research institutions and/or universities in the area of M&
Assist Managing SZHCP monitoring activities:
Provide support on managing activities in preparation for baseline, mid-line and end-line survey in line with the project document FY 2017-2018
Coordinate with sub-offices and partners on and its achievements regular monitoring plan implementation
Support the planning and implementation of capacity development activities to build national M&E capacity in the Ministries, of local government and NGOs partners’
Draft regular analytical monitoring reports
Based on quantitative and qualitative analysis of information collected in the field (Cooperating Partner reports, Situation Reports, monitoring visits) to inform Programme and Management decision making.
Provide support on establishing strategic and effective partnerships with NGOs, research institutions and/universities in the area of M&E
Provide support for other ad hock requests in other projects (e.g. baseline surveys, Outcome and process monitoring) and data analysis / report writing.
Develop M&E brief and bulletine.

General Requirements:
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with minimum of three years of related work experience and/or trainings/courses.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language English.
National Professional: Fluency (level C) in English language and the duty station’s language, if different.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Has gained experience in implementing technical programs (i.e. nutrition, etc.).
Has implemented programmes and provided input into designing operations.
Has provided input into policy discussions and decisions.
Knowledge and Skills:
Knowledge of M&E practice, theory, and experience in establishing a monitoring system.
Ability to analyze, summarize, and write concise reports.
Excellent English writing skills
Good understanding of how to mainstream gender equality and women’s empowerment into M&E activities
Ability to ensure that M&E processes are gender-responsive
Understanding of minimum monitoring and evaluation activities for development programmes. Knowledge of M&E activities for Protected Relief and Recovery as well as emergency operations will be added value.
Good understanding of project lifecycle, humanitarian principles and tools, programmes and transfer modalities.
Good understanding of business principles and processes and the ability to quickly assimilate UN/WFP specific processes and systems.
Experience in school feeding and/or education/literacy and WASH activities in schools is an asset.
Experience in capacity development and augmentation activities with Governments.
Experience in McGovern-Dole supported school feeding programs is an asset.
Tact and ability to work harmoniously with people of different national and cultural background.
Resourcefulness, initiative and problem-solving skills.
