Job Description

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Capacity strengthening support to Provincial Government
    Provides technical and operational support to the MoSD during planning, implementation, monitoring, evaluation and learning of national education programs with an emphasis to School Health and Nutrition/School Meals Program.
    o    Advocate and support adequate budgeting for School Health and Nutrition/School Meals Program during annual planning processes.  
    o    Assess needs and organize/facilitate program orientation, review workshop, training, and refresher courses to help develop the capacity of the Government staff at the provincial, district, Palika and schools in coordination with the country office. 
    o    Participate as a resource person in training/orientation and/or consultative/advocacy meetings related to SHN and SMP at provincial, district and local level as required.
    o    Contribute towards development or adaptation of provincial level strategies, guidelines, manuals, protocol etc. for SHN/SMP programmes aiming at including school meals programme under the Social Protection framework and strengthening multisectoral coordination for the further implementation of HGSF model.  
    o    Facilitate appropriate and timely dissemination of information on SHN/SMP including protocols, guideline etc. to the Province, municipality, Palika and Schools.
    o    Provide technical support on the implementation of the SHN/SMP Programme as per the national protocol.

  2. Coordination and Partnership 
    o    Attend to various provincial level forums for sharing information that enhance WFP’s collaboration with Government agencies and contribute for building and sustaining effective collaborative relationships with provincial and local government stakeholders that are relevant under the Social Protection Framework.
    o    Facilitate support of MoSD and other government entities for Cooperating Partners implementing the SHN/SMP project activities. 
    o    Contribute to building and sustaining effective collaborative relationships and networks with appropriate provincial and local government stakeholders in the areas of SHN/SMP.
    o    Facilitate any supports the CPs requires from the MoSD and other relevant government entities. 
    o    Laying the groundwork for the handover of the SMP beyond 2024.
    o    Carrying out trend analysis of the budget allocation at the provincial and local level for ensuring sustainability of the SMP, in coordination/consultation with the Ministry of Finance and Ministry of Federal Affairs and General Administration. 
    o    Together with the CO, organize annual advocacy meetings at both provincial and municipal levels to lobby for increasing resource allocation, strengthen multi-sectoral linkages, and promoting best practices for the sustainable home-grown school feeding approach of school meals.

3. Monitoring, Evaluation and Reporting

o    Organize regular joint supervision and coaching visits of Provincial government to Local government and schools, followed by a review meeting at Provincial level to reflect on the observations of the joint visit. 
o    Provide technical support for the MoSD in regularly reporting, analyzing/ interpretating, sharing and using program related data from EMIS/HMIS/DHIS2 and other sources. 
o    Support on design and implementation of assessments, evaluations and/or studies as deemed identified.
     

4. Programme Support
o    Support the roll of Community Feedback Mechanism, Gender action learning system, M&E system, and other initiatives under the USDA/McGD project.
o    Support the WFP field-office in implementation of the ongoing USDA McGD project in all 6 districts. 
o    Carry out other tasks as required, to support the day-to-day activities of WFP SO and CO. 
o    Provide technical support to the WFP Cooperating Partner on both Local and Regional Procurement and HGSF components of the USDA/McGD project. 

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Agriculture, Public Health and Nutrition, Education, Management, or other field relevant to international development assistance or First University Degree with additional 2 years of related work experience and/or trainings/courses. 

Language: Fluency in both written and spoken Nepali and English languages. Knowledge of local languages is a plus. Nepali Typing skill is an asset.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Previous experience in areas of technical assistances at national, provincial or district level
  • Experience working in the area of home-grown school feeding approach 
  • Experience and expertise in delivery of integrated programming 
  • Experience in negotiation, training, communications, advocacy & resources mobilization
  • Minimum 3 years working experience with government on policies and programmes is desirable
  • Knowledge and experience of UN and Government partnership will be an asset
  • Has implemented programmes and provided input into designing operations.
  • Has provided input into policy discussions and decisions.

OTHER SPECIFIC JOB REQUIREMENTS

  • Functional competencies including Providing guidance to team designing/planning of Multi sectoral programming; Food Security, School Meals, emergency preparedness and response etc. 
  • Sound understanding of School Health and Nutrition, Education, Nutrition and Food Security related policies, and systems of Nepal.
  • Good negotiation skills and ability to communicate effectively
  • Ability for perform well in cross-disciplinary teams.
  • Training and experience in utilizing computers and standard software packages and systems, such as MS Office.
  • General knowledge of UN system policies, rules, regulations and procedures in the area of work is an advantage.
