Job Description

Project Management
a) Project monitoring and evaluation-

• Will monitor on a day-to-day basis of project activities and achievements of the local NGO
project partners to ensure project compliance and timely delivery within the budget. Monitoring
will take the form of exchange with project team and senior management of NGO project
partner, reviewing the report of NGO partner (monthly, quarterly, six monthly and annual),
project site visits; and coordination with collaborating INGO partner (if INGO is collaborating
on specific project),
• Will contribute to the terms of reference for project evaluation, and briefing of project
evaluation team, assessing evaluation reports and formulating management response,
• Will maintain records of project achievement, document lessons learnt of the project and of
other development organizations in relevant thematic fields and support partners in integrating
these lessons learnt in their approaches and activities.

b) Project Formulation

• Will work with partners and Senior Project Formulation Officer to develop project proposals for
donor funding that meet Norlha criteria as thematic expert in agriculture,
• Will support partners in strengthening their project proposal, in particular project design;
approach, implementation arrangements and budgeting and provide the project staff with
relevant trainings as per the needs,
• Will assess project budgets and ensure that Norlha criteria on field contributions as well as
budget thresholds (if provided) are complied with,
• Will provide supplementary information on the project design upon request of donors.

c) Financial management

• Will check and register advance requests and expenses by the project team on a monthly
basis (Tibet) and a quarterly basis (Bhutan),
• Will request and check invoice of partner expenses with declared expenses on a quarterly
basis,
• Will record and check expenses for NK support to the project and the partner on a quarterly
basis.

d) Reporting

• Will draft the monthly regional office project/programme reports required by the regional office
internally and when communicating on project activities with their local INGO collaborators
and local NGO partner organizations,
• Will draft reports on project activities and achievements (monthly, quarterly, six monthly and
annual) according to given Norlha reporting requirements and will provide additional
information if requested.
Technical backstopping to the project team in the field
• Will provide technical backstopping on guidance on agriculture and nutrition awareness raising
among the beneficiaries, cost-benefit analysis of family greenhouses,
• Technical guidance to the project team on greenhouse construction, soil management,
plantation techniques, repair and maintenance in case of China – Tibet,
• Technical guidance to the partner and the project team organic farming techniques,
management of sloping land, livestock management, biodiversity and pilot demonstration in
case of Bhutan project,
• Elaboration of each project activity and prepare technical guiding tool for its implementation,
• Prepare training Manuel in close collaboration with field officer, and project officer, and
responsible staff of the partner, and resource persons,
• Will assess the work delivered by the implementers and in coordination with the Head of
Regional Office decide on appropriate measures,
• Providing project management training and advise to partner local NGOs as well project
beneficiaries i.e. cooperatives; self-help groups; agriculture extensions, etc,
• Will inform implementers about sources of information that may contribute to strengthening
their capacities and bring them into contact with resource persons.
Programme related research activities
• Will conduct as needed community based research in collaboration with approved Norlha
project INGO and local NGO partners, such as community beneficiaries/ baseline
assessments; activity assessments; etc.
• Will together with the implementation partner identify, recruit, contract, instruct and monitor the
work of external experts assigned for specific contribution and asses the services delivered.
• Will identify and establish links with new partners (individuals, organizations, & institutions
internationally and in country) for contributing to existing or new projects.

Candidate Profile

• Masters in Agriculture /and development Science
• 5+ years of field experience in agriculture development
• Training on soil management, greenhouse management, organic farming and biodiversity
• Practical field experience in technical backstopping in agriculture, agriculture research,
monitoring, evaluation, coordination, and reporting,
• Aware of gender issues, inclusion, and disaster risk reduction
• Working experiences in Himalayan and rural settings and culture like Nepalese, Bhutanese,
and Tibetan ,
• Competence in result analysis, training and capacity building of agriculture technicians and
field staff,
• Willing to work in a team with professional conduct,
• Outgoing and good interpersonal skills
• Availability for field visits abroad (2 in Bhutan and 2 in Tibet per year)
