Duties and Responsibilities
The incumbent will be reporting to Programme Manager.
Ensure efficient Programme management and implementation:
- Lead the development/refining the programme implementation plans in line with Global Fund strategies and objectives.
- Contribute to the development of work plans, timelines, and budgets are in line with the Project Document.
- Ensure timely planning, budgeting and implementation of HIV, TB and Malaria programme as per the GC7 grant.
- Review the reports from Sub-Recipients (SRs) and from government, entities and coordinate provide feedback for the finalization.
- Ensure timely completion of the report (monthly/quarterly/annually) as per the requirement of the donor including the reports from sub-recipients.
- Analyze the data and the detailed reports received from SRs for HIV and TB and develop the reports for donor, concerned stakeholder and senior management for strategic planning and way forward.
- Lead to identify the areas for capacity building for the national stakeholders particularly the Ministry, entities (NCASC, NTCC and EDCD), provincial and local government.
- Prepare the capacity building plan, trainings needs and the implementation plan for HIV, TB and Malaria grants.
- Provide substantive input in preparation of technical documents, policies, guidelines, tools and programme planning for HIV, TB and Malaria.
- Establish and maintain sound partnerships with the Government, namely NCASC, NTCC, EDCD, PHD, SRs and other strategic partners.
- Support programme rollout, ensuring activities are executed as per work plans.
- Identify and resolve implementation bottlenecks, escalating issues as necessary.
- Facilitate collaboration between implementing partners, government counterparts, and other stakeholders.
- Lead and ensure the regular meetings with the national stakeholders, the MoHP, entities (NCASC, NTCC, EDCD) and other relevant stakeholders for progress update of the programme, any challenges faced and potential way forward.
- Work closely with the programme team members particularly with the Procurement and Supply Management team from the concerned stakeholders for the timely and uninterrupted supply of health and non-health products for HIV, TB, and Malaria.
- Work closely with the PSM team member of PMU and the entities to identify any bottleneck/risk and work on way forward.
- Prepare quarterly, biannually, and annual progress report of HIV, TB, and Malaria as per the need of donor and contribute to the ROAR of UNDP.
- Ensure effective and efficient implementation of the programme (HIV, TB, and Malaria) at all levels.
- Provide direction, guidance, and direct supervision to the designated UNDP project personnel, to ensure activities are implemented in a timely manner as planned.
- Support in the development of the new grant proposal and concept notes for any other funding opportunities.
Ensure programme monitoring and risk management:
- Monitor the project expenditures, commitments, and balance of funds under the programme budget lines and take lead in programme budget revisions in accordance and cooperation with UNDP’s QUANTUM system including the reporting on programme funds and related record keeping.
- Track programme activities, milestones, and deliverables to ensure they are on schedule.
- Ensure timely submission of narrative and financial reports in coordination with the Finance Specialist.
- Ensure alignment with donor reporting requirements, grant conditions, and compliance standards.
- Identify risks and propose mitigation measures for programme implementation challenges.
- Support in the development and implementation of programme risk mitigation strategies.
Assessment, Research Planning, information collation and performance tracking:
- Leads the data collection, compilation, and quality control for the programme annual Progress Update/Disbursement Request (PU/DR) Report in line with the Global Fund requirements.
- Leads on-site and off-site programmatic PU/DR data verification.
- Coordinates capacity assessments of grant sub-recipients in line with UNDP and donor requirements.
- Oversee the collection, validation, and storage of programme data from implementing partners.
- Ensure quality control and data integrity through spot-checks and audits.
- Track programme performance indicators, targets, and milestones.
- Support data analysis, synthesis, and visualization to inform programme performance reviews.
- Facilitate data-driven decision-making by producing periodic performance dashboards and reports.
- Ensure that the staffs/personnel and implementing partners are trained on M&E tools, processes, and data reporting standards.
- Build the capacity of local implementing partners to strengthen data management and reporting systems.
- Provide technical support to implementing partners to ensure effective monitoring, evaluation, and reporting.
- Support partners in the development of logical frameworks, results frameworks, and M&E plans.
Coordinate evaluation and reporting for the programme:
- Leads specific M&E missions under the programme, sectoral/thematic evaluations or desk evaluations/studies or technical consultancies on selected themes.
- Plan and coordinate mid-term and end-of-programme evaluations in collaboration with internal and external evaluators.
- Conduct data analysis to assess programme effectiveness and impact.
- Facilitate learning and feedback loops to incorporate lessons learned into future programme design.
- Support the preparation of programme review meetings and donor reporting.
- Prepare accurate, timely, and high-quality reports on programme achievements, challenges, and lessons learned.
- Ensure reports comply with Global Fund guidelines and their requirements.
Facilitate knowledge and capacity building, knowledge sharing, and advocacy relevant to the assigned thematic areas ensuring Gender and social inclusion integration.
- Identify capacity building needs and opportunities. Ensure appropriate training, project workshops and other relevant activities are organized and implemented in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia.
- Ensure project reports capture results, lessons learned and good practices for possible wider application.
- Participate in and ensure sound contributions to knowledge networks and communities of practice on development and project related issues.
- Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDP’s engagement in this area.
- Promote advocacy for UNDP’s work and opportunities for collaboration in addressing development trends in coordination with the project partners, stakeholders, and UNDP communications staff.
- Ensure that GESI is mainstreamed in all three diseases component interventions and deliver quality services, adopt human rights-based approach, ensure better access to health services for the key affected population groups and to lead a healthy and productive lives while enjoying full inclusion.
- Promote gender equality and social inclusion (GESI) throughout programme implementation.
- Support to create a culture within the Programme Management Unit (PMU) to respect cultural, social, and religious diversity.
- Provide strategic guidance to the team members to establish a system to collect gender/diversity disaggregated data, impact stories and results benefiting key and vulnerable populations (male, female, gender and sexual minorities, persons with disabilities and marginalized groups) and risks and challenges associated for their meaningful participation in programme intervention, engagement in decision making processes and overall, in the federal context particularly service delivery (keeping health services in focus).
- Ensure GESI is adequately captured in project progress reports, field mission reports, research, assessment, studies, any baseline survey, and final project evaluation.
- Fully comply with UNDP’s GESI policy and ensure contribute to the zero tolerance for discrimination, harassment, sexual harassment, sexual exploitation, and abuse.
- Create a safe working environment by developing respectful and safe organizational culture and supporting practices.
- Collaborate with team members, programme partners, national stakeholders and SRs to ensure safe implementation of programmes at the community level applying Do No Harm approach.

Job Specification
Required Skills and Experience
Education:
- Advanced university degree (Master’s Degree or equivalent) Public Health, Public Administration Social Sciences, International Relations/Development, Monitoring & Evaluation, or related field is required. OR
- A first-level university degree (bachelor’s degree) in the above-mentioned fields in combination with additional 2 years of relevant experience will be given due consideration in lieu of master’s degree.
Experience:
- A minimum of 5 years (with a master’s degree) or 7 years (with a bachelor’s degree) of relevant experience in programme management, M&E, preferably in the health or development sector.
- Experience of programme management.
- Proficiency in M&E methodologies, logical frameworks, and theory of change
- Experience in developing and implementing M&E systems for large, multi-stakeholder programmes.
- Strong skills in quantitative and qualitative data collection, analysis, and visualization.
- Experience with Global Fund processes, reporting standards, and compliance frameworks is a strong asset
- Experience with donor-funded programs, particularly those funded by the Global Fund, is beneficial.
- Experience with data analysis software (SPSS, STATA, R) and data visualization tools (Tableau, Power BI, Excel)
- Understanding of Gender Equality and Social Inclusion, diversity issues.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
Required languages:
- Fluency in English and Nepali is required.
