KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall supervision of the Head of Evidence, Policy and Innovation (EPI) unit and the direct supervision of the Programme Policy Officer for Forecast based Financing and Emergency Preparedness for Climate Risks (FbF), the incumbent will be responsible for the following duties: 

  1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
  2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  3. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  4. Support the capacity building of WFP staff, cooperating partners and national government agencies namely Ministry of Home Affairs (MoHA) and Department of Hydrology and Meteorology (DHM) within the specific technical area.
  5. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility. 
  6. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  7. Monitor technology reliability, identify user needs, analyse data and produce accurate reports in order to recommend IT solutions to support informative decision-making.
  8. Support the development and co-ordination of new application implementation in order to provide WFP staff with the tools they need to perform effectively

Long Description

9. Develop a GIS based platform to support automatic performance of following activities in close cooperation with other experts:

a. Extract weather forecast information from different web portals

b. Conduct bias correction of the forecast products

c. Feed the bias corrected forecast as an input to run hydrological model

d. Acquire telemetric hydrological and meteorological information to correct simulations

e. Compute and plot uncertainties associated with selection of different sources of weather forecasts and model structure

f. Calculate losses based on hazard maps (output of inundation modelling) and exposure information

10. Other activities include

a. Design, develop and link WEB GIS based Disaster Management Information System (DMIS) to the existing system of Ministry of Home Affairs

b. Incorporate hazard, exposure and vulnerability information at household scale in the form of risk scores

c. Assimilate historical profile of disasters at ward level

d. Develop mobile application for public purpose to identify individual hazard zone

e. Incorporate hazard map based on 72-hour assessment

f. Include communication platform for disaster and food security updates

g. Integrate above mentioned platform into DMIS and existing server of Department of Hydrology and Meteorology

11. Include communication platform for disaster and food security updates in GIS platform

12. Other activities as required.
