Program Policy Officer-1(pos)

Under the overall supervision of the WFP Nepal Representative & Country Director and the direct supervision of the Programme Policy Officer (CP Coordinator), the incumbent will be responsible for the following duties: 

  • Overall role of Head of Sub Office is to plan and manage the sub office and its operation in efficient & effectively and optimal use of resources.  
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority): 
  • Manage the Field Office well to ensure the continued development of a cohesive and high performing team. 
  • Plan and manage WFP field operations within the area of assignment to ensure effective and efficient delivery of resources and that daily operational issues are timely resolved to prevent losses or delays. 
  • Ensure that allocated resources are used efficiently and are in line with agreed plans, and any deviations are reported to the Area/Country Office. 
  • Conduct timely monitoring of activities and prepare accurate reports on WFP’s operations and performance with regular  and timely submission for Area/Country Office review to inform efficient operational planning and decisions.
  • Be responsible for the security of WFP staff, operations, premises and logistic/assets in the field office to ensure that WFP security and safety standards are locally set and followed. 
  • Represent WFP, coordinate and participate in the meeting organized from humanitarian agencies, Government counter parts, DDC and other agencies at the regional/district level.
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages. 
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to Cash/food assistance needs, e.g. through project management support of learning initiatives. 
  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries. 
  • Ensure extensive presence of WFP staff in the programme VDCs and proper monitoring is achieved.
  • Supervise and take on delegated Administrative and Financial responsibilities (including signatory).
  • Assess the need for food in emergency and refugee/displaced person situations, draw up plans for its timely arrival in coordination with government and other donors, and monitor the implementation of these plans.
  • Other as required.

General Requirements:

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE: 

  • Has gained experience in implementing technical programs (i.e. nutrition, infrastructure, social mobilization & food  

 assistance etc.). 

  • Has implemented programmes and provided input into designing operations. 
  • Has provided input into policy discussions and decisions. 
  • Has coordinated with district and regional Government authorities, INGOs and UN agencies
  • Has organized high level donor visits, hosted government officials and other high level officials
  • Has worked in a team preferably in a supervisory role to guide and support colleagues in similar set up
  • Has participated in a regional and district meetings to provide input on behalf of working agency
  • Has gained knowledge of Logistics Management of food and non-food.
  • At least five years of postgraduate professional experience in commerce, business administration, development,    
  • Agriculture or food assistance support. Eight or more years of experience would be added advantage.
STANDARD MINIMUM ACADEMIC QUALIFICATION
Education:   Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental   Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional 5 years of related work experience and/or trainings/courses. 
Language:   National Professional: Fluency (level C) in English language and the duty station’s language, if different.
