Regional Office East is a field office of the Lutheran World Federation Nepal and a composition of diverse capacity of the staffs as well as nature and stage of the projects implementing in the eastern development region. Obviously, it is expected that the knowledge, virtue and skill of each staffs and project team enrich the organizational learning and benefit individual staffs as well as organization.
The role of the Program Officer (PO) is entrusted with the responsibility for achieving targets and results set in the Nepal Flood Recovery Project Document in general and specific in community empowerment with their resiliency. S/He will be responsible for the technical backstopping and capacity development of implementing partners and their staffs. Furthermore, s/he will be responsible for the thematic context and situation analysis, planning, monitoring and evaluation (PME) of “Nepal Flood Recovery Project” ensuring its goals and results set. The PO is also entrusted to ensure consistency and coherence among the Implementing Partners at the assigned working area. S/He is responsible to uphold the rights of poor and oppressed and acts as change agent in society promoting coping capacity of flood affected families with innovative and constructive ideas through rights based approach.
Key results area and specific tasks are given below:
Planning
Prepare monthly work plan on time and in coherence with the Nepal Flood Recovery Project work plan and submit it to the immediate supervisor
Provide technical inputs for the participatory planning process and implementation of the project activities
Develop labor intensive cash for work schemes in close coordination with community and technical person at LWF Nepal to reinstate the livelihood assets damaged by the flood
Assist in developing new project concept as per the gaps identified in implementing the Nepal Flood Recovery Project ensuring sustainability of the project results
Develop strong and effective coordination with duty bearers (local and district level) to increase their participation in the program and capacitate for their obligation to support to the flood affected vulnerable families
Ensure plan and policies compliances at IP levels are intact in close coordination with regional team
Implementation of the project
Assist immediate supervisor and implementing partners to prepare implementation plan of the project in line with approved work plan
Ensure appropriate participation of right holders from all category in each interventions implemented at the field and develop community ownership on it for multiplier effects of the project results
Provide appropriate managerial and technical support to IPs at district through coaching, training and technical assistance and accomplish the planned activities within the stipulated time frame
Develop beneficiaries selection criteria in close coordination with DDRC, Rural Municipalities and Municipalities including other humanitarian agencies working at the district
Conduct field visits as and when required to observe technical and non-technical aspects of the program and coach to the IPs as per the gaps identified with the observation
Develop and disseminate IEC materials to promote WASH situation (SLTS and CLTS) at the community coordinating with likeminded agencies
Project monitoring and evaluation
Assist immediate supervisor to ensure result based monitoring and fund mobilization in the project
Participate in partners' review reflection meeting and contribute for the capacity development
Participate and or provide information for project evaluation
Develop case stories depicting project results and publish for wider dissemination and fund raising
Project progress and result report
Prepare monthly activity summary report (time-sheet, key updates), qualitative and quantitative report (Quarterly and project completion report) and other relevant reports including event reports as suggested
Collection of Evidence of Change (Evidence of Change) and documentation of successes stories and challenges as a part of reporting schedule
Others
Familiarize her/himself with the organizational mandate, mission, objective, policies and procedures like financial policy, employment policy, management guidelines, Code of Conducts, Code of Ethics, Child Protection Policy, Complaint Mechanism, human rights based approach to development, among others
Be familiar with LWF Nepal Strategy, Country Results Framework, Act Alliance Policies, Procedures and Guidelines
Obey ACT Alliance code of conduct on ‘prevention of sexual exploitation and abuse, fraud and corruption and abuse of power’ and principles of the Code of Conduct from the International Red Cross and Red Crescent Movement and NGOs in Disaster Relief’ strictly
Attend LWF Nepal's forums and meetings as and when required
Carry out other tasks as assigned by the RPC and immediate supervisor
Maintain impartiality from party political influence
