Since 1984, LWF Nepal is engaging in eastern region through humanitarian, sustainable Livelihood and human rights promotion initiatives. Regional Office East (ROE) is a field office of LWF Nepal with an opus of diverse aptitude of the staffs as well as nature and stage of the projects. Apparently, it is expected that the knowledge, virtue and skill of each staffs will enrich the organizational learning and benefit individual staffs as well as organization.
The role of the Program Officer (PO) is entrusted with the responsibility for planning, executing, monitoring and evaluation of the Nepal Development Program (NDP-ELCA) in the Eastern Region. The PO shall perform his/her duties within the framework of LWF Nepal's Country Strategy (CS), and Country Operational Program Plan (COPP). The PO is expected to ensure LWF Nepal's consistency and coherence in his/her works, and promotes institutional learning and synergy amongst the LWF Nepal and Implementing Partners. This position will be based in partner’s office and overall responsible to support and develop partner’s capacity.
Key results area and specific tasks are given below:
1. General:
-
Familiarize and work in accordance with the Global Strategy, Country Strategy, Country Operation Program Plan (COPP) and Project Document (PD) of LWF Nepal.

Familiarize and work in accordance with the Policies, Manuals, Guidelines and Annual Action Plan of LWF Nepal.

Be familiar with Government policies, plan and directives concerned with humanitarian and development issues related with an anticipated results and objectives of the organization.
-
Be active and pro-active in resource mobilization, especially fund raising and proper resource utilization in the Lutheran World Federation Nepal.
-
Be sincere on project agreement between LWF Nepal, support organization and Implementing Partners.
-
Be free from the political influence of any parties and the political activities.
2. Specific
-
Be accountable for projects under Nepal Development Program (in Jhapa and Morang) and provide strategic guidance and support implementing partners. Promote/ensure Rights-Based Approach (RBA) and sustainable livelihoods, good governance, accountability, gender equality and social inclusion and Planning
-
S/he shall be responsible to prepare NDP regional annual plan to contribute anticipated results mentioned in PD, COPP and CS.

Prepare implementation plan based on approved annual plan, identify priority for the quarter, prepare and facilitate to prepare monthly plan of self and subordinate staffs and mobilize/mentor accordingly.

Review Plan and Budget in close coordination with partners and staffs and recommend it to the RPCE for further processing.

Promote/Ensure participatory and bottom-up planning, monitoring and evaluation.

Facilitate to partners to follow and participate in government planning process from the community level.
3. Execution/monitoring/reporting
-
Responsible to prepare for baseline and end line report of the projects
-
Responsible to execute the approved plan of NDP-ELCA program in the region
-
Ensure compliance of LWF Nepal’s M&E system and contribute documentation of ROE
-
Assigned job code based on approved plan while recommend to execution of activities and maintain track record of planned activities and budget.

Critically review and verify the document submitted by subordinates and recommend with the system of LWF Nepal.
-
Follow up/monitor staffs and activities of the projects under your supervision according to norms provided by LWF Nepal.
-
Collect, compile and prepare monthly, quarterly, and annual reports as mentioned in partnership agreement with all necessary information in line with the specified guidelines and other reports and submit it to the RPCE within the deadline for onward submission to the respective authorities.

Prepare summary sheet of project with facts and figures of organizational initiatives as reference materials.

Accomplish staff PPR as per the organizational system and submit to RPCE within given time.

Ensure proper documentation of the program and projects as per requirement of the organization.
-
Ensure proper implementation of PME guidelines of LWF Nepal.
4. Coordination/representation
-
Responsible for the Coordination with concerned government agencies as well as other stakeholders.
-
Attend LWF Nepal's forums and meetings as and when required.
-
Represent ROE in different forum as assigned by RPC East.
-
Bring up the Strategic Issues of NDP to the RPCE to be discussed in National Management Committee Meeting.
5. Capacity Development
-
Assess existing capacity of the implementing partners and design capacity development plan based on the program need.

Organize/facilitate capacity development initiatives (training, coaching, orientation, supply of reference materials etc) based on plan.
6. Other Responsibilities
-
Familiarize her/him with LWF Nepal's policies and procedures like country strategy, country operational program plan (COPP), respective project documents, finance policy, RMT’s TOR, human resource policy, management guidelines, code of conduct, child protection policy, RMT’s TOR complaint mechanism, accountability framework, workforce diversity policy, gender equality and social inclusion mainstreaming guideline (GESIMO Guideline), human rights based approach to development, AIN social audit guidelines, etc.

Ensure compliances of LWF Nepal policies, child protection policy and code of conduct.

Contribute to strengthen gender justice, social inclusion and accountability.
-
Contribute to strengthen resource mobilization and fund raising initiatives.
-
Sensitize and incorporate gender issues; environmental and human right issues in all development process.
-
Promote workforce diversity and inclusion.
-
Promote environment friendly technologies and comply with the principles of accountability.
-
Develop culture of participation in the overall inclusion and empowerment process of disadvantaged and vulnerable communities.

Carry out other tasks as assigned by the RPC East.
Job Specification
A. Qualification and Competencies:
-
Bachelor degree in any discipline preferably in Agriculture or Development Studies with minimum 3 years experiences in the related field.

Program/project facilitation (planning, monitoring and evaluation) skills
-
Documentation, report writing and presentation skills
-
Analytical, problem solving and negotiation skills.

Computer skills (MS Office)
-
Good knowledge of English and Nepali (written/oral/comprehension)
