Job Description

Name of Position:  Program Manager

Reports to:  Project Director and SCAI

Contract Type:  Full time

Location:  Contact office is based in Kathmandu, however this is largely a field position. It is estimated that up to 70-80% of time will be spent in the field, across Kathmandu and other districts as per program need.

Start Date:   25  Dec.2018

Duration:  One-year contract including inititial three month probation period with possibility of extension based on performance and need of project.

Position Overview

SO Nepal (NGO) in partnership with SCAI Australia (INGO) is working in the field of child protection since 2005.  SCAI and SO strongly believe children have a right to be with their biological family wherever possible, to provided adequate food, medical care, shelter and personal needs, to be protected, nurtured and provided opportunities for development. SCAI & SO aim to improve the condition of vulnerable children and their families predominantly through education scholarship support and family based care. In order to achieve this aim, SO Nepal operates a residential care home”Sunrise Children Village” in Gurje Nuwakot, a temporary safe haven for children and youth until they can be safely returned to family, and a “Reintegration Program” which supports them once they have returned to their own homes or those of extended family. The Program Manager is responsible to plan, implement, monitor, evaluate and report on organizational activities so the project achieves its goal effectively,  efficiently and with genuine impact.

 

1.Major Responsibilities

Overall;

  • Be familiar and adhere to the Mission, Vision, Values, Strategy and Objectives of SO and SCAI.
  • Be familiar with and abide by the rules, regulation, guidelines and policies of SO and SCAI.
  • Be familiar and strictly adhere to the code of conduct of SO and SCAI.
  • Be actively involved in all stages of project lifecycle – Research & assessment, Planning (including Budgeting), Implementation, Monitoring and Evaluation.
  • Be responsible for the overall management of organizational activities at program level.
  • Provide feedback on program guidelines to Project Director and SCAI for timely updates based on regular assessment, key learning and feedback from beneficiaries and stakeholders.
  • Keep up to date information about the overall situation of children in Nepal, about the latest government initiatives and directives in connection to education sector, child protection issue and for livelihood improvement and analyse and report on these to ensure the programs address issues and deliver adequate response.
  • Be aware and respect the cultural value and gender sensitivity of the society.
  • Ensure SCAI is appropriately acknowledged in all promotion of the programs, both at field level, management and promotional level
  • Keep SCAI informed of all stakeholder meetings in advance, including parent/teacher/child counselling, government, political, community level
  • Take participatory approach wherever possible, and mobilise the community to be actively involved for long term sustainability

Specific:

  1. Office Management

Financial and Administration Management

  • Ensure that the expenses are being incurred as per agreement and guidelines of SO and SCAI.
  • Inform SO and SCAI promptly if any amendments to the project budget should be made to minimise wastage and maximise its impact and effectiveness.
  • Assist Project Director/Finance and Admin Officer for the smooth procurement/payment and financial implementation as per standard of GoN and ensuring the policies and guidelines of organization/donor.

Reporting and Recording

  • Keep all files, records and relevant documents of “SCV home” and “Reintegration Program” up to date and in order, including child/youth and family profiles, exam results, school/college calendar, attendance records,  education records, children’s health personal records (at SCV home), awareness programs, meeting minutes, monthly reports, budget and financial record.
  • Ensure progress reports (including monitoring schedule, key highlights and photos) are submitted to SCAI office in line with deadline calendar using the agreed templates.
  • Submit financial reports with details of expenses, supporting bills and documentation to SO Finance & Admin Officer at the end of every month, so Finance Officer can complete financial report to submit  to SCAI by 3rd of each month.
  • Prepare actual timesheet for completed month, and work plan for coming month, for onward submission to SCAI by end of each month.
  • Document success stories and events of SCAI supported project as required.
  • Ensure that all reports in connection to project activities are submitted timely according to SCAI reporting calendar.

 

  1. Programme Management

Research, Design, Planning

  • Work in close collaboration with SCAI to develop data collection and reporting templates and for data collection plan.
  • Conduct field level research and make recommendation to SCAI as appropriate for the project.
  • Work with SCAI to develop appropriate guidelines and keep up to date as necessary
  • Work in close collaboration with SCAI to design and plan the project to ensure it maximises effectiveness, efficiency and impact in achieving goals, including budget allocation.

Implementation

  • Visit schoolhome and community for regular assessment, monitoring and guidance to children/youth for their overall personal wellbeing and development as per annual monitoring plan, as well as guidance to families.
  • Extend educational support as per support level and policy.
  • Explore and identify available scholarship and subsidies to students and facilitate children accordingly for competition and cashing such opportunities.
  • Organize individual and group counselling/interaction among student, parent and teacher for the promotion of protection wellbeing of children, to identify the issues of children and exploring community level intervention in order to resolve such issues.Plan, design and facilitate trainings/workshops/awareness programs for children, families and other stakeholders on range of child protection and education issues, including child labour, trafficking and against any forms of issues hindering the protection wellbeing of children.
  • Explore, identify job granting potential courses and inspire children accordingly for enrolment
  • Extend career counselling and facilitate children to get self preparation for public service commission and any other forms of competitive examination for their employment.
  • Facilitate children to set their career goal and make them prepare to achieve accordingly.
  • Inspire, motivate and empower children, youth and their families to reach their full potential
  • Work to empower and minimize the dependency of youth andfamily and make them self-reliant so the program objectives are accomplished in sustainable way.
  • Explore possible linkage of project for the livelihood improvement of youth and families and encourage parents to deposit savings for the higher education of their children, and also youth once they start working.
  • Trace, undertake capacity assessment of family, identify best interest of children, explore the possibilities and make the reintegration for children with their relatives/families from SCV as and where possible.
  • Make regular connection (by telephone and where possible in person) to the families /relatives of children and sensitize on the value of families as part of reintegration process, prior to full reintegration.
  • Ensure all day to day implementation of ongoing project intervention as per plan, in a very transparent and efficient way, adhering to all guidelines.

Ensure smooth operation of program activities, including planning of training/ social programs for children.

Monitoring and Evaluation

  • Continual research, monitoring and evaluation to come up with recommendations, suggestions as to how to improve the impact of the programs so the goals are achieved
  • Undertake regular monitoring as per agreed monitoring schedule, including regular school visits and home visits, to monitor the overall situation and progress status of children and their families
  • Develop appropriate and user friendly tools of information collection and ensure timely collection of activity report from the partners/field
  • Attend meeting with project staffs and stakeholders to share achievement and to evaluate approach, process and plan on regular basis with the regular consultation with Project Director.
  • Carry out mid-term and final evaluation of project activities

Coordination, Networking and Advocacy

  • Coordination with relevant government and other stakeholders and line agencies including DEO’s, RM’s, DCWB, CCWB and D/CPAC members at project level in conjunction with Project Director/SCAI.
  • Explore/develop and strengthen networking of organizations to share information/lessons learned, to disseminate findings of research and to advocate for successful modalities on regular basis 
  • Represent the organisation at various events/meeting and network in the district and present organisation’s programme activities, as necessary
  • Provide support and guidance as needed to other program coordinators and SCAI/SO staff
  • Any other job to be assigned by Project Director and SCAI

Job Specification

  • At least 4 years relevant experience in project management or related unit setup, experience in running children home, Children reintegration program,shared services or operations environment within a project management role in human trafficking, child protection,  human rightsprograms.
  • Ability to follow and guide projects through established process and methods
  • Strong communication, negotiation and problem solving skills
  • Strong analytical skills as well as strong verbal and written skills at all levels
  • Proficient MS-Office skills inclusive of strong PowerPoint skill (English & Nepali)
  • Provide information for budgeting, financial processes, and reporting, in cooperation with team accountant/financial controller
  • Must be willing to work extra hours according to the needs of the situation/mission
  • Experience in designing, managing, monitoring and evaluating child protection/anti-trafficking/human rights programs in emergencies, transitions or development contexts
  • Knowledge of standards and guidelines in child protection in Nepal, child welfare systems and government organizations; existing working relationships a plus
  • Knowledge of monitoring and evaluation, institutional donors and experience with developing proposals.
  • Ability to write clear, complete, and fact based assessment and project reports
  • Excellent communication skills; a high level of written and spoken English and Nepali
  • Ability and willingness to be flexible and accommodating in difficult and sometimes insecure working, traveling and living circumstances.
  • Team player and must be able to walk in remote areas.
  • Ready to work under pressure,meet conflicitng priorities and work off hour.
