Job Description

Duties and Responsibilities


The individual will work in close consultation with the project team and under the overall guidance of the National Project Coordinator. The individual will also have to maintain regular coordination with the national, provincial and local governments. He/she should bear responsibility for monitoring and review of tasks under the scope of works for their successful completion and implementation.

 

Develop and maintain effective relations with key government and non-government stakeholders, including program teams for all project aspects.

  • In close coordination with SUPER Programme team, contribute to the development of appropriate working relations with key stakeholders to advance buy-in and national ownership of relevant project aspects. 
  • Coordinate with key stakeholders for planning, management and quality delivery of outputs and activities related to projects under SUPER Programme in a timely, efficient and dynamic manner. 
  • Convene regular inter-agency meetings with relevant programme teams, partners and government agencies for clearer and effective communication. 
  • Organise Early Recovery Cluster meetings under the leadership of MoFAGA and concerned provincial ministries at federal and provincial levels respectively.
  • Guide the development of the Early Recovery Cluster Updates and other related documents and populating it 
  • Engage in policy advocacy to enhance disaster risk reduction and humanitarian preparedness & response at federal, provincial and municipal levels.
  • Conduct regular field visits jointly with government counterparts as necessary and ensure coherence in understanding and approach undertaken for implementation of activities at sub-national levels.
  • Participate in all relevant technical and/or other meetings as advised by supervisor at national and province levels.

Plan, coordinate, and report responsibilities related to SUPER programme activities among key government agencies, project partners and UNDP’s project team.

  • Coordinate and collaborate closely with program team, government stakeholders and project partners to plan, develop and implement effective program activities. 
  • Provide strategic inputs on decisions related to programme planning and implementation to ensure they are made in a participatory and collective manner and align with the overall objective of the programme.
  • Contribute to timely preparation of documents/plans/concept notes by reviewing, analyzing and providing technical inputs as and when required so that expected results are achieved in line with SUPER’s objectives.
  • Prepare TORs and take timely actions to hire experts and consultants as required by the project to perform various tasks as reflected in the project document and project work plan such as for technical papers, guideline, policy and others.
  • Work with SUPER team for adequate level of visibility and attention through multiple means at all tiers of government.
  • Ensure all activities are being planned, implemented and monitored in close coordination with key national counterparts and respective provincial and/or local governments/agencies where applicable.   

Identify different stages of coordination and specific roles of key stakeholders for effective implementation of different project activities under the SUPER Programme. 

Provide inputs on  GEDSI aspects in all stages of the project in coordination with GESI Focal Person of UNDP/ SUPER and key stakeholders.

Assist in preparing documents (presentation, communication, minutes, etc.) and other requirements related to Project Board meeting and follow-up the agreed actions

Prepare and update monthly briefing notes on activities implemented by SUPER team and disaster preparedness activities by UNDP

Provide support to implement the activities related to DRRM plans, policies and institutional strengthening.

Create a safe working environment by developing respectful and safe organizational culture and supporting practices.

Collaborates with team members, programme partners, and sub-grantees to ensure safe implementation of programmes at the community level applying Do No Harm approach.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Job Specification

Required Skills and Experience
 

Education:

  • Advanced university degree (Master’s degree or equivalent) in Environment Science, Public Policy, Development Studies or Disaster Risk Management or any related field is required, or
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with 2 additional years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum 2 years (with Masters’ degree) or 4 years (with Bachelors’ degree) of relevant experience in Nepal’s development sector including climate change or disaster risk management.
  • Good knowledge in the usage of computers and office software packages (MS Word, Excel, etc.)
  • Experience of coordinating with stakeholders for planning, management and quality delivery of outputs and activities in a timely, efficient and dynamic manner. 
  • Excellent coordination and interpersonal skills, experience working in a team.
  • Experience of building and maintaining partnerships with wide networks of stakeholders, Governments, civil society and private sector partners, experts.
  • Experience of resource mobilization and identification of critical gaps related to DRRM. Experience of working with the Government of Nepal and its affiliated organizations and agencies or elsewhere in related sector.
  • Experience of developing action plans and strategies on climate actions or disaster risk reduction & management will be an advantage;
  • Knowledge of and familiarity with the Nepal government and UNDP norms and operations would be an advantage.
  • Professional attitude in related field of work and ability to work in multi-cultural environments.

Required Languages

  • Fluency in English and Nepali languages is required.
