Job Description

  • Prepare and update periodically the project procurement plan using the Bank system;
  • Advise on optimal procurement methods based on project requirements;
  • Prepare procurement documents required for the procurement of goods, works, services, and non consulting services including drafting and issuing tender documents (Terms of References, Expressions of Interest, Requests for Proposals), specifications, cost estimates, work schedules, evaluation criteria;
  • Participate in or provide support for the pre-qualification, short-listing, evaluation and selection of winning bids including assisting in (i) the organization of pre-bid or pre proposal meetings, preparing answers/clarifications/modifications /amendments; (ii) receiving, opening, and examining bids/ proposals; (iii) organizing technical evaluation committees, and participating where appropriate; and (iv) writing evaluation reports (v) reviewing the documents, reports and providing necessary clearances;
  • Assist in negotiating with bidder, when required, and preparing contract documents, for approval / clearances by the concerned authority and the World Bank;
  • Assist in maintaining records and other documentation required for audit and progress reporting purposes;
  • Prepare monthly progress reports of procurement activities, project account and regular progress reports in acceptable format to the World Bank;
  • Develop procurement policies and procedures for the Project Implementation/Operations Manual of the Project;
  • Carry out training activities on procurement policy, process and forms to Project Implementing Unit (PIU);
  • General setting up and development of the PIU, including procurement activities required for the setting up of the PIU;
  • Assist in preparing Annual Work Plan and Budget;
  • Other administrative and project management activities of the PCO as requested.

Qualification Requirement

  • At least Masters Degree in Business Management or relevant field.
  • At least 3 years of experience in  carrying out public  procurement and or procurement management ;
  • Excellent knowledge of World Bank Procurement Policies, Procedure and Guidelines;
  • Excellent knowledge of Government of Nepal's Procurement Policies, VAT and Tax System;
  • Good Knowledge of Computer Skills;
  • Excellent knowledge of English and Nepali/local languages;
  • Prior working experience with World Bank
  • Having training on Public Procurement Management.
  • Having certification in Public Procurement is preferable.

Organization Summary

National Women Commission (NWC) is the key agency responsible for monitoring GBV, as well as investigating and recommending cases to law enforcement agencies. NWC is currently implementing the project titled Integrated Platform for Gender Based Violence Prevention and Response in Nepal which aims to promote greater awareness and changes in social norms that lead to GBV, improve the quality and reach of support services for GBV survivors, and strengthen the capacity of National Women Commission in addressing GBV. A key feature of this project will be the establishment of a national helpline that will help to improve the delivery of services to survivors of violence.
