Job Description

Position: Procurement Manager

Contract length: Fixed Term

Location: Country Office, Kathmandu, Nepal

Key Responsibilities

 Strategy

  • Implements the program-specific PSM strategy aligned to program and CRM19 Health Management Template (HPMT).

  • Prioritize the deliverables as per the program needs.

  • Manage and communicate with internal and external stakeholders for procurement, supply chain, and financial aspect of the Global Fund program.

  • Align the Covid Funding procurement and utilization to the outcome of the regular program (TB, HIV/AIDS, and Malaria)

Procurement and Supply Chain Management

  • Lead and manage all the procurement process ensuring that all applicable Save the Children and Global Fund policies and guidelines are followed and all required waivers and documentation are in place.

  • Ensure the items procured through local/international procurement are quality assured.

  • Oversee all operational Procurement and supply chain activities such as tracking the shipment, reviewing completeness and accuracy of shipping/cargo, Proof of Delivery (POD) documentation, and conforming of the right quantity and quality of delivered consignments and notifying the concerned party for any delays or concerns. 

  • Liaise with relevant internal departments and programmes to ensure that order fulfilment is on time and in line with expectation.

  • Plan and implement the overall supply chain strategy.

  • Deal with operational challenges around deliveries and payment and escalate to relevant departments.

  • Produce periodic reports on procurement as required by Save the Children and the Global Fund.

  • Support internal, external and donor audit.

  • Perform Vendor Management and Contract Management

  • Provide necessary procurement data for PU/DR reporting.

  • Maintain auditable records for procurement, approved plan, and supporting documents.

  • Ensure timely updates in TIM and manage enough quality space for storing the procured items.

  • Prepare BVA analysis, ensure the procurement aligns with the financial phasing.

  • Use ProSave for procurement, contract management, approvals.

  • Report the PSM activities and status update to the line manager every month.

  • Other PSM related duties as assigned by Line Manager under Global Fund Program.

Team Management

  • Oversee the implementation and monitoring of all Procurement processes to ensure compliance to procedures and timely delivery of goods and services.

Governance

  • Implement and ensure compliance to Procurement Policy, Procurement Manual, and established Procurement Procedures.

  • Set a strong tone from the top that fraud is unacceptable.

  • Ensure that we are using recognised systems and processes through ProSave

Job Specification

Qualifications and experience

  • Master’s degree in Business Administration/Finance/Economics or Equivalent Fields

  • 7 years’ work experience in procurement/supply chain field and governance on procurement related matters.

  • The candidate should be able to demonstrate management capacities, leadership and efficiently handle the activities such as procurement, supply chain, contract management, negotiation, documentation, and quality assurance.

  • Should be able to immediately take the overall responsibility of Procurement Manager and lead his/her subordinates in the field, government entities and the country office based on a shared vision.

  • Excellent negotiation and problem-solving skills

  • Accurate and detail oriented, with the ability to see the big picture.

  • Ability to gather facts and data, scrutinize with ease, determine a logical solution, and resolve issues with very minimal supervision.

  • Ability to work under pressure and to meet deadlines.

  • Computer fluency: Microsoft Word, Excel, PowerPoint.

  • Strong interpersonal skills, problem-solving and analytical skills.

  • Willingness to work the time necessary to complete critical tasks without being asked.

  • Fluency in Nepali and English language.
