Background

The newly established Federal Parliament and provincial assemblies are the most important democratic institutions in Nepal. Since 2008 UNDP has supported Constituent Assembly and later the Legislature Parliament in their tasks of participatory constitution-building, law-making and oversight. It was initially undertaken through the UNDP supported project, Support to Participatory Constitution-Building in Nepal (SPCBN). In 2015 the SPCBN project was replaced by/transformed into a more comprehensive programme, Parliament Support Project (PSP). UNDP is now proceeding with a second phase of the project.

PSP II will focus on strengthening the Federal Parliament and provincial assemblies of Nepal. The main counterpart is the nine parliament secretariats and the committees established in each parliament. The project aims at strengthening the institution parliament as such in its role as legislator, oversight body and representative of the people. PSP II will focus on five specific outputs: (i) the effectiveness of parliaments to participate in PFM at the national and sub-national levels; (ii) the ability of parliaments to be fully engaged in the implementation of the 2030 Agenda and the SDGs through their roles in law-making and oversight; (iii) increased transparency within the work of the parliaments to address the need for information about their work and to address the potential for political anomalies; (iv) the institutionalization of practices to engage women, youth and disadvantaged groups to ensure that their voices are heard during parliamentary processes; and (v)  targeted support to MPs, representing women and disadvantaged groups to support them in assuming leadership roles within parliament and their parliamentary party groups.

The Parliament Affair Officers (PAO) will be responsible for assisting the National Project Manager in the implementation of parliamentary affair and outreach program, with regard to achieving project outputs.

Duties and Responsibilities

Under the overall guidance of the National Project Manager (NPM) and in close coordination with the Team Leaders of Parliamentary Affair and Outreach Unit, the PAO will perform the following duties. 

Support NPM in the implementation of activities.

  • Provide information and contribute knowledge to the project as required;
  • Work on a daily basis with the parliament to which they are assigned either in the Federal Parliament or Provincial Assembly in each province.
  • Work closely with each parliament and parliament secretariat for increasing effectiveness of parliament
  • Based on guidance and direction from Team Leaders of Parliamentary Affair and Outreach Unit, organize and implement specific activities related to each parliament;
  • With guidance from the Team Leaders of Parliamentary Affair and Outreach Unit and in close coordination with the GESI and M&E Officer, monitor project activities and collect data.
  • Provide inputs into reports as required for the project.
  • Develop and maintain effective relations including with all project partners and counterparts.
  • Under the direction of Team Leaders of Parliamentary Affair and Outreach Unit conduct advocacy with Parliament Members and staff on key priorities.
  • Build networks with national and international organizations in relation to parliament affairs.  

Support the facilitation of knowledge building and knowledge sharing.

  • Support the Team Leaders of Parliamentary Affair and Outreach Unit in coordinating the documentation of best practices and lessons learnt on an ongoing basis.
  • Support the implementation of knowledge management systems including collection of lessons learnt and best practices.
  • Ensure that all activities carried out under the project are compliant with international human rights standards, human rights friendly, non-discriminatory and promote social inclusion and gender equality.
  • Support the development knowledge products.
  • Support the facilitation of knowledge building and knowledge sharing.

Coordinate their work with the relevant UNDP field office to ensure it is well-aligned

with the priorities for the Provincial Assembly, if s/he is assigned in the province.

Gender and Social Inclusion Sensitivity

Ensure GESI has been mainstreamed in the programme implementation at the field level.

Impact of Functions:

The effective management of the PSP and achievement of the objectives in compliance with UNDP rules and procedures will impact efficient delivery of programme results and outputs.

Required Skills and Experience

Education:

  • Completion of Master’s Degree in Social Science, Law or related fields.

Experience:

  • 5 years of work experience in working with parliamentarians and parliament;
  • Familiarity with federal system of Nepal;
  • Knowledge of Project cycle and Results Based Management tools.
  • Strong management skills including ability to provide strategic guidance, technical oversight;
  • Demonstrated ability in coordination and communication;
  • Demonstrated ability in monitoring and evaluation and reporting experience;
  • Knowledge of strategic planning, and concept paper formulation;
  • Previous work experience with UNDP or other United Nations agencies is will be additional advantage.

Language Requirements:

  • Fluency in oral and written English and Nepali is essential.

Computer skill:

  • Experience in the usage of computers and office software packages (MS Word, Excel etc.);
  • Knowledge of handling web-based management systems.
