Mott MacDonald has recently been appointed by the Department for International Development (DFID) as Implementing Supplier for the Nepal Post Earthquake Reconstruction Programme. The Programme will provide planning support for post-earthquake recovery; design, supervision and delivery of reconstructed community infrastructure; address the barriers to private sector involvement in this reconstruction; and a challenge fund to ensure that the poor and most vulnerable are not left behind. The Programme will operate across Gorkha, Dhading, Nuwakot and Rasuwa, with the main office in Kathmandu.

Job Description :
The role of Operations Manager will sit within the Project Management & Administration Team which is responsible for ensuring that all financial, operational and administrative aspects of the Project run effectively. This role will be based in the Kathmandu Office, with travel to Districts as required.
- Act as Line Manager to the Administrative Support and Drivers employed by the Programme;
- Oversee and quality assure the timely provision of office facilities and services, transportation, accommodation bookings and service contracts as required;
- Oversee the running of office systems required for the smooth running and support of the Programme;
- Manage the procurement systems and procedures ensuring compliance with DFID and Mott MacDonald policies;
- Administer contracts to ensure compliance with the contract conditions, payment terms, variations, claims, dispute resolution, and monitoring;
- Manage the delivery of the fleet management system;
- Facilitate and support the recruitment, training and mentoring of support staff;
- Manage the contracting and deployment of short-term consultants ensuring resources are available to support their missions;
- Provide HR support, ensuring that local labour laws are adhered to and liaising with Mott MacDonald HR teams on employment issues.
- Liaise with Mott MacDonald administration as required for logistical, reporting, recruitment, procurement, contracting and quality assurance tasks;
- Operationalise the Mott MacDonald Business Management Systems (BMS) procedures, including health, safety and security;
- Ensure transparent and fully-auditable financial accountability and ethical procedures and standards are applied throughout the operations of the project;
- Contribute as required to programme reporting related to the areas above;
- Promote healthy work ethics, good governance and anti-corruption behaviour;
- Other duties as may be assigned from time to time by the Project Team Leader or Project Manager.
Candidate Specification
Skills
- Significant experience as Operations Manager in Nepal for international organisations, preferably in the development/humanitarian sector
- Experience working on donor-(especially DFID) funded programmes is desirable
- Excellent oral and written communication skills in both Nepali and English
- Experience of setting up and maintaining operations and logistical procedures and processes;
- Experience of procurement and contract management
- Experience in managing recruitment and local HR processes;
- Experience managing small to medium sized teams;
- Ability to liaise efficiently with individuals and organisations to arrange and carry out programme administration functions;
- Ability to use computer systems and standard office software reliably, including organising and setting up systems for maintaining office electronic records;
- Willingness to learn and adopt Mott MacDonald norms, procedures, and systems;
- Degree (or equivalent) in public administration, accounting, project management or other related area.
