Position Overview:
The Operations Associate, Literacy Field (LPOA) in consultation and guidance with the Operations Officer, Literacy Field (LPOO) leads the strategic and tactical execution for all work related to implementing Room to Read’s (RtR's) Literacy program (LP) at the field level for a set of schools. The position serves as the main point of contact for school leaders and coordinates the work of other RtR and Partner staff at schools in their jurisdiction.
Duties & Responsibilities:
The position will require performing the below given job responsibilities not limited to:
Program Management, Implementation, Monitoring and Coordination
Takes active role in selecting schools for LP implementation
a. Prepares bank of schools for selection survey in coordination with District Education Office (DEO)
b. Visits schools to conducts community meetings and collects survey data
b. Prepares data bank of the schools which have undergone selection survey
d. In coordination with LPOO Recommends potential schools to Manager-Field Program for final selection
Supports in managing the ongoing implementation of the Literacy program for a set of schools, ensuring timely, efficient and well-coordinated implementation of all operations program activities.
In coordination with Operations Officer, Literacy Field (LPOO), serves as the primary person responsible for the project management of Literacy program implementation and fostering and monitoring relationships with schools, communities, DEO and partner NGOs (PNGOs)
In coordination with LPOO, serves as the main point of contact for school leaders, should operational programmatic issues arise. Visits each allocated schools under his/her responsibility at least once per quarter
Coordinates with PNGOs and ensures schools receive materials and furniture as per program Implementation Calendar (IC)
Coordinates with the Program Officer-School Infrastructure (POSI) and Literacy Field Technical team to implement LP as per program IC
Supports in overseeing the fund request of PNGO, reviews expenditures, and supports in releasing fund to PNGO as per signed Memorandum of Understanding (MoU) between RtR and PNGO, and between PNGO and schools
Supports PNGO staffs; Program Coordinator (PC) and Literacy Facilitators; in implementing LP in the field who also have dotted-line reporting relationship with LPOT for technical support and guidance
Verifies indicator and projects data submitted by PNGOs, follow-up PNGOs for data quality, and enters the verified data in Global Solution Database (GSD).
Ensures that all the program activities planned as per IC have been carried out with quality
Performs other duties as assigned by direct supervisor
Planning, Reporting and Documentation
Prepares and assists Field Program Manager (FPM) in developing the annual plan and budget for the assigned geographical area in line with the guidance provided by the Global Office (GO)
Assists in reviewing the progress of IC, budget, annual plan, periodic program review, and overall tracking of program implementation and spending
Reviews program reports sent from PNGO and responds as necessary. Based on it, prepares his/her own report to be submitted to LPOO/FPM
Monitors and gathers information for reports on the status and progress of project sites
Documents best practices and lessons learned during field work and shares with relevant LP staff
External Coordination and Networking
Develops strong relationship with District Education Office (DEO), Partner and local level stakeholders and ensures that they support the program of RtR
Represents Room to Read in different forums and advocates for the importance of reading and need for libraries for children
Qualifications:
Required:
Bachelor’s degree in Education in Nepali/English, Business, Management or other related field
A minimum of 3 years of working experience in implementing educational projects in field
Basic skills on project management and proficiency in using MS Office package
Knowledge and skills on planning, budgeting, supervising, and project implementation
Ability to travel regularly to project sites and Province or District offices throughout the region
Strong communication skills in Nepali and English (both verbal and written)
Proven track record of achieving results
Proven ability to work effectively with schools and communities
Prior success working closely and building relationships with diverse (socio-cultural and multi-lingual) groups of people
Two wheeler driving license
Preferred:
Master’s degree in Education in Nepali/English, Business, Management or other related field
Effectiveness in working or volunteering in a non-profit organization that is focused on maintaining high quality work and low overhead
Prior experience in a fast-paced, growth-oriented global or regional organization
Experience working in community development projects in rural communities
Prior experience working with schools, teachers, administrators and government officials
