The Operational Research Adviser as part of the research team will support the design and execution of the operational research work programme of MEOR using primary research and secondary quantitative and/or qualitative data required to inform NHSP3 and other DFID programmes, GoN and other key stakeholders.
Abt Associates is currently seeking a qualified professional for the DFID-funded Monitoring, Evaluation and Operational Research (MEOR) project of DFID’s Nepal Health Sector Programme3 (3 (NHSP3). The MEOR project will enable DFID Nepal to continuously improve and adapt its programme to ensure that the NHSP3 and NFPP (Nepal Family Planning Project) intended outcomes and impact are achieved by:

Contributing to strengthening results and progress monitoring of DFID Nepal’s health sector programmes, including validating methodologies and tracking progress against the NHSP3 and NFPP Theory of Change and Logframe and assessing VfM; and

Helping to build and share evidence derived from DFID’s NHSP3 and NFPP and health sector reform and equitable service delivery more generally in Nepal. It will generate evidence on Nepal context and on what is working (and not working) and why.
The overarching objective of DFID’s NHSP3 programme is to improve the health of all people with special focus on women, children, the poor and socially excluded in Nepal, including by restoring health services in areas affected by the 2015 earthquake, and improving the quality and governance of health services nationwide.
Operational Research Adviser, MEOR:
As part of the research team at MEOR, the Operational Research Adviser will support the design and execution of the operational research work programme of MEOR using primary research or secondary quantitative and/or qualitative data as required by the programme to produce evidence to inform NHSP3 and other DFID programmes, GoN and other key stakeholders.
Responsibilities:

Working closely with DFID, the NHSP3 and NFPP implementing partners, NHRC, MoHP and other members of the MEOR Team, identify research (operational research and health policy and system research) requirements, relevant research topics and develop research conceptual frameworks.

Design detailed research protocols, develop sampling strategies, data collection questionnaires and mobilise data collection teams with necessary training.

Manage data collection, analysis, and reporting for research projects.

Undertake cleaning of survey data and ensure data quality.

Analyse data in a way that supports DFID, GoN and other stakeholders to make informed decisions, and prepare research reports.

Identify secondary data sources and collate required data sets where necessary.

Support members of the core MEOR team in translating numbers into simple

anguage and easy to understand visualisations for use in programme reports, and other documentations and/or presentations.

Prepare high quality research products (scientific articles for peer-review journal, research & policy briefs) to be shared to wider audience in Nepal and globally.

Support MEOR’s Knowledge Management Adviser in developing and implementing a strategy for documenting and disseminating scientific information in formats that are understandable and usable to different audiences such as policy makers, programme managers, donors, ministry representatives, and NGO staff.

Support the procurement process for outside research firms/vendors and provide day-to-day management of data collection firms/vendors hired for research activities.
Qualification requirements include the following:

Master’s degree (PhD preferred) in health or social sciences;

Proven experience in designing, supporting, and analysing health policy and systems research to improve system efficiency and responsiveness;

Substantial field experience within Nepal, working in the areas of health research and M&E;

Experience as part of a senior leadership team with similar roles;

Excellent written and spoken English communications skills, with demonstrated analytical skills and publication experience;

Experienced and willing to work in diverse cultural setting
