The UNDP Nepal is seeking applications from qualified and result oriented Nepalese citizens for the following consultancy positions:
Title: National Consultant - Medical Equipment Specialist
Department/Unit: UNDP Nepal Country Office
Reports to: Operations Manager UNDP
Duty Station: Home-based, with participation in virtual meetings
Duration of Assignment: One-year Long Term Agreement (LTA) renewable if deemed necessary
Total Number of days: To work intermittently (bill for number of days worked for each assignment)
Expected Places of Travel (if applicable): possible in district headquarters
Scope of work
With close coordination and collaboration with Programme and Project staff, the consultant will help teams aiming at timely issuance of contracts and assuring quality of medical equipment purchased and their successful commissioning at project sites. The consultant shall:
Review and advise on procurement strategies and plans involving the acquisition of medical devices, including by drawing on global or regional Long Term Agreements (LTA) in coordination with the Procurement Team
Coordinate with requesting units/projects and assisting in identifying their needs
Advise on good practices, approaches, and policies for the procurement of medical devices
Provide technical input during the preparation of specifications of medical equipment and oxygen plants and assist in preparation of procurement notices, RFQs and ITBs
Provide clarifications when needed by Contract Review Committees
Verify through inspection and technology document reviews that equipment of the desired specifications has been received from suppliers (quality assurance)
Conduct technical audit, provide technical guidance and supervise commissioning medical equipment and oxygen plant.
Provide inputs for dealing with bidder protests, if any
Required Qualification and Experience
Bachelor’s degree in Biomedical Engineering or related field.
A minimum of five (5) years of experience in the development of quality assurance policies, guidelines or specifications for medical devices
Knowledge of WHO and international regulations related to medical devices and health technology
Understanding of the global medical devices market and supply chain
Knowledge of UNDP or public procurement policies and procedures
Knowledge of regulatory requirements for medical equipment purchases
