Scope of Work
Under the direct supervision of the Chief Planning and Monitoring, and oversight of PSEA Advisory Task Force, the consultant is expected to work closely with NCO's PSEA Focal Points in supporting of the following tasks:
1. Provide technical support in implementation of NCO's PSEA Action Plan for 2025 and its monitoring.
2. Design and deliver capacity building modules for UNICEF personnel, implementing partners, and other relevant stakeholders on identification, reporting and victims' support aligning it with the global guidance.
3. Provide quality assurance to implementing partners PSEA assessment and support development of capacity strengthening implementation plan (CSIP), provide technical support to implement the CSIP as required.
4. In collaboration with UNICEF sections, support implementing partners to ensure PSEA policies and structures are aligned with standards and requirements as per UNICEF PSEA Implementing Partners Procedures and the UN Protocol.
5. Support development of PSEA tools including SOPs, guidance notes, and checklists.
6. Provide technical review of Programme Documents and other programme and operational documentation to ensure inclusion and adherence to PSEA requirements in all such documents.
7. Support UNICEF partners to scale up community awareness raising on PSEA across all sectors including development of IEC materials.
8. Contribute to strengthening inter-sectoral contribution to prevention and response to SEA and enhance the capacity of UNICEF PSEA Focal Points to lead PSEA activities in their sections/field offices.
9. Institutionalize PSEA efforts within programmes by establishing systems and mechanisms to monitor implementation, identify potential challenges and solutions to address issues related to gender and cultural norms.
10. Support to set up and/or strengthen community-based complaints mechanism for identification and reporting of SEA cases.
11. Provide technical support to UNICEF staff and implementing partners to strengthen internal reporting procedures and timely reporting of any SEA incidents to UNICEF.
12. Support knowledge management efforts on PSEA, including maintenance and support of a repository of tools and other documentation.
