Job Description
Reporting to: State Project Coordinator, SaMi
Job purpose:
This position is responsible to carry out monitoring of the skills training activities (pre- training, during training & post training) for quality assurance of skills training conducted by SaMi’s (partners) skills training institutions in the respective state and other states if required.
Duties and Responsibilities
1. Compliance to policies, rules/regulations and guidelines
- Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation (Personnel, Financial, Administrative policies; Security Response Guide; Gender Equality and Social Inclusion Guide; Sexual Harassment & Mobbing Policy; Code of Conduct Against Corruption etc.) and other specific policies applicable for SaMi;
- Ensure Conflict Sensitive Programme Management at all levels;
- Compliance with the GoN and SDC policies and approaches as relevant and required.
2. Planning, Monitoring, Evaluation and Reporting
- Take a lead role on monitoring of pre-training, during training and post training of skills training and employment initiatives implemented by the assigned Training Institutes (TIs) in the respective state;
- Thoroughly understand the curriculum and manuals of different trades;
- Develop a periodic training monitoring plan and implement it effectively that also includes periodic joint field visits together with state level Foreign Employment Board (FEB), Department of Foreign Employment (DoFE) and Ministry of Labour Employment and Social Secuirty (MoLESS);
- Ensure enough quantity and quality of training equipment/material in the TIs through physical verification prior to training implementation;
- Support TIs at major milestones of training & employment chain such as developing training implementation plan, selecting effective training announcement mechanism, selection of right candidates, quality training delivery, soft skills delivery, database entry etc. as per the contractual obligation with SaMi/HELVETAS Nepal;
- Supervise ongoing trainings and provide feedbacks to respective instructors and TI managers;
- Contribute to review and upgrade the quality of training that includes, course contents and training methodology targeting the migrant workers as required;
- Guide and coach TIs of the respective state to ensure the operationalization of efficient and effective monitoring system to enhance quality of trainings;
- Support in documenting the learning and best practices, case stories, employment follow-up in the destination and in Nepal;
- Carry out periodic review meetings with TIs and skills team, SaMi/HELVETAS Nepal;
- Support TIs to implement different development approaches: good governance, gender equality and social inclusion, conflict sensitivity and peace promotion;
- Support line manager to develop periodic report;
- Ensure information flow with Migrant Resource Centers (MRC) and update MRC staff on importance of skills development training in foreign employment.
3. Networking and Coordination
- Take a lead role in coordinating state level TIs, TI’s staffs, trainers and other stakeholders;
- Take a lead role in coordinating and drawing lessons from the activities of TIs to further upgrade the skilling migrant initiatives;
- Coordinate with MRCs in State 2 and other states as required for referring the migrants in the training;
- Consult with the potential migrants in the communities and gather their interests on skills training, interested trades, expectations etc.;
- Support the TIs to coordinate with the recruitment agencies having good practices for job linkages;
- Work very closely with the skills development team in Kathmandu;
- Collaborate with other training providers including other skills training projects in the respective states for exchange of learning and mutual support to each other’s interventions;
- Coordinate with FEB (in the respective state) and provide support in the monitoring of skills training in the respective state.
4. Administrative Management
- Ensure timely submission of claims by the TIs, verify the training, trainees, and logistic supports, and recommend for the reimbursement in SaMi/Helvetas;
- Ensure timely submission of Audit reports by the TIs.
Job Requirements
A. Minimum Education Attainment: Bachelor’s Degree in social science or Management or in relevant field.
B. Minimum Professional Experience: Minimum 3 years of substantial work experience in skills programme monitoring at institutional level or at any project level. Experiences on migration and foreign employment sector will be an added value.
C. Required Competencies:
- Experience of liaising stakeholders, coordination, and capacity building of partners
- Good understanding of Skills training, particularly on skills training for migrant workers
- Knowledge of training curriculum, manuals and lesson plans
- Skills on data collection, tabulation and analysis
- Ready to be engaged in field mobility and monitoring the activities very frequently
- Result oriented personality/ maintaining deadlines
- Excellent interpersonal, inter-cultural competencies and good team player
- Good verbal and written communication in Nepali and English. Knowledge of Maithili language will be an added value
- Commitment towards gender equity, social inclusion and poverty reduction
- Ability to work under time pressure
- Proficiency in using office application software; ability to produce, understand and analyze standard database reports; use of statistical packages (e.g. SPSS) and efficiency in using communication applications.
Additional Information
Duration: Till 15th September 2020 with possibility of extension.
