Job Description

Summary of key functions/accountabilities:

1. Field monitoring

  • Provide technical assistance to develop a structured and harmonized Field Monitoring framework and system for both country office and field offices.
  • Incorporate programmatic assurance into field monitoring ensuring actions and recommendations of programmatic assurances are timely actioned upon for programme adjustments and implementations.

  • Coordinate implementation of Field Monitoring Module and Trip Modules in eTools for planning, reporting and monitoring of programme assurance activities and field monitoring by country offices and field offices, provide technical assistance, quality assurance and oversight in the application of these tools and advice on corrective action required, if necessary.

  • Ensure field monitoring and programmatic visits encompasses end-user monitoring of programme inputs and assessment of supplies.

  • Undertake field monitoring (including remote monitoring) when necessary.

  • Support in training and orienting office staffs on various aspects of moniroting including field monitoring.

  • Develop office-wide systems and tools to ensure regular and consistent monitoring of programme results including end user monitoring and SEA risks.

  • Support development of guidance and tools on community level monitoring of SEA cases, their reporting and tracking.

  • Provide technical assistance in rollout, implementation, and management of the corporate monitoring platforms and tools.

  • Provide support in systematic capture and sharing of lessons generated through analysis of field monitoring data and provide support in documentation of monitoring products and how these are embedded in sectoral work.

  • Support the preparation of reports, briefs, and presentations to disseminate findings of field monitoring and recommendations to the intended audiences in a user-friendly manner.

  • Provide support in capturing, management and dissemination of knowledge/insights coming from field monitoring, reviews etc and work with relevant sections to ensure that these are embedded in sectoral work.

2. Support to planning and reporting

  • Support programme planning including work planning, programme mid-term review, annual and mid-year reviews, and document review proceedings to inform programme adjustments.
  • Contribute to preparation of management reports; drawing on monitoring and analysis of key management indicators.
  • Assist in the preparation of reports on systemic issues, good practices or any other analysis or data related to programme implementation and/ programme’s performance.
  • Support the quality assurance in reporting of programme performance indicators in RAM, including for organizational reporting towards the results of the UNICEF Strategic Plan (CSIs).

3. Support funds monitoring function

  • Support timely and accurate grant reporting, grant extensions, grant financial closure, and keeping up to date with grant management policies.
  • Support generation of timely and accurate reports related to programme implementation; conduct regular review and reconciliation of of grants, provide analysis by using the management indicators; prepare and share periodic KPI reports with management and regional office.
  • Support in identifying payroll needs for the office, sharing the details of staff costs with programme sections and field offices.
  • Support management of cross sectoral funds aligning with donor conditionalities and management directions.

Job Specification

To qualify as an advocate for every child you will have…

Education:

  • University degree in Social Sciences, Statistics, Financial Management or related technical field.

Experience:

  •  At least one year of relevant professional experience in programme planning and monitoring preferably in an international       organization.
  • More than one year programming and monitoring experience will be an asset.

      Language Requirement:

  • Proficient in English and Nepali language is required.
