UNDP under its post-COVID recovery effort, works with select municipalities for effective management of municipal waste and with select national healthcare facilities with the aim at strengthening their capacities in management of the potentially risky healthcare waste. The work with municipalities is expected to create employment opportunities as well as foster business recovery and green growth in the post-COVID context. The Promoting Green Recovery through effective and improved waste management Project (PGRP) is implemented through coordination and consultation with the relevant UNDP Field Offices. The Field Offices works closely with provincial and local governments engaging relevant stakeholders to plan, implement and monitor the activities.
The Monitoring & Evaluation (M&E) and Gender and Social Inclusion (GESI) Officer will be leading the monitoring and evaluation function as well as the GESI consideration for both the output areas of the project on healthcare waste management and the green recovery. Under the direct supervision of Project Manager, the officer will develop and execute M&E plan and develop GESI strategy and lead its implementation. Besides this the GESI officer will also significantly contribute to the reporting and communication functions of the project.
Duties and Responsibilities
Functions/ Key Results Expected
1. Lead monitoring, evaluation, and knowledge management function of Promoting Green Recovery through Effective and Improved Waste Management Project (PGRP)
Develop and implement the M&E plan ensuring monitoring of activities by partners in line with the overall M&E framework;
Lead in implementation of relevant baseline studies and data collection/assessment, as needed;
Undertake regular monitoring visits to project locations to monitor and collect relevant data related to project activities using the range of monitoring tools;
Maintain an effective and updated filing system of M&E related documents and develop a database on all relevant indicators, partners and programmes;
Document lessons learned for the project with specific focus on results, impact and the final outcomes;
Manage other monitoring and evaluation-related events, products, and technical assistance needs;
Ensure all data and reports are stored on the shared project SharePoint site in line with UNDP corporate requirements.
2. Act as GESI focal point for the project
Develop GESI strategy including guidelines and checklists for effective mainstreaming of GESI into the project activities;
Integrate gender and social inclusion considerations into all aspects of PGRP programming;
Ensure that the relevant baseline studies and data collection/assessment are GESI sensitive;
Undertake monitoring visits as required to project locations to draw solutions for incorporate GESI considerations in the project activities;
Guide and made aware the other staff members on the corporate GESI requirements including in the reporting through segregated data;
Lead in compiling all data and reports in line with the GESI strategy of the project;
Lead in tracking disaggregated data, measurement, and analysis related to GESI integration across activities;
Coordinate with relevant local stakeholders on supporting GESI across the project components;
Work closely with all the project staff and the relevant UNDP field office and Country Office staff to ensure meaningful participation of women, youth and marginalized communities in all project activities.
3. Contribute in the other project function including reporting and communication
Contribute to the preparation and finalization of donor reports and external and internal communication materials;
Provide support in liaising with the local stakeholders, preparation of the detailed workplan and adherence to action plans/approaches developed for the project along with engagement of the project staff in community consultation processes;
Assist in providing necessary support to the project team members including Technical Experts, and Community Volunteers to execute planned project activities in a timely and efficient manner;
Provide support on cross-cutting issues such as vulnerability, gender mainstreaming, social inclusion, empowerment, etc. as part of the project approaches and activities.
Required Skills and Experience
Education
Master’s degree in Communication, Gender, Social Work, International Relations, Management, Development, Public Administration, political or social sciences or related field is required.
Experience
At least 5 years’ experience in monitoring and evaluation with a background and interest in the analysis of waste management issues and related policy matters;
Relevant experience at the national or international level in public relations, communications or advocacy;
Sound knowledge and practical experience in economics, gender analysis, planning and programming;
Proven experience with planning, design and implementation of M&E systems, M&E methods and approaches and data/information analysis is required;
Advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems;
Previous experience working in the UN system is an asset.
Language Requirements
Excellent oral and written proficiency in English and Nepali.
Other
Good knowledge of computer applications especially MS Office Excel, etc.;
Good understanding of other application for data management and project monitoring
Knowledge of Do No Harm approach will be an asset
