This includes designing and implementing both quantitative and qualitative evaluations and assessments, as well as providing expert analysis and technical assistance to USAID/Nepal’s programs.

The Nepal MEL project has three major components:

• Component 1: Support greater rigor and coherence in USAID/Nepal’s M&E efforts
• Component 2: Design and conduct analyses, evaluations, surveys, studies, and assessments
• Component 3: Support improved knowledge management within the Mission

CAMRIS seeks an experienced Monitoring and Evaluation Specialist (Mid-Level) to join the team. This is a full time position based in Kathmandu, with approximately 30 percent domestic travel, (largely focused on providing technical assistance on research activities). The successful candidate will have deep technical M&E expertise and experience managing fieldwork. The M&E specialist will join a fast pace project that typically is expected to produce high quality M&E work under tight timelines. The M&E specialist will collaborate closely with all MEL technical staff, and will directly support the Nepal MEL Performance Monitoring Specialist and Evaluation Specialist. The candidate will be expected to produce high quality work that exceeds Mission expectations. This position will report directly to the Deputy Chief of Party.

• Provide technical feedback on evaluation and assessment scopes of work.
• Develop and refine evaluation questions and methodologies for evaluations, assessments and complex research studies, to ensure that all research activities are rigorous, feasible, and useful.
• Develop, revise, and pilot qualitative and quantitative data collection tools.
• Liaise with Mission staff and evaluation consultants (expat and Nepali).
• Code and analyze qualitative data.
• Review partner M&E plans for technical quality, including indicators, and data collection methods.
• Provide M&E technical assistance and data quality assessment support to USAID implementing partners.
• Deliver training in topics related to M&E to USAID implementing partners and USAID staff.
• Support quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.
• Design, test and implement qualitative and quantitative evaluation methodologies, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks.

• A Bachelors degree and at least eight years of experience, or a Masters degree and at least six years of experience, or a JD/ABD and at least five years of experience, or a PhD and at least four years of relevant experience. Academic degrees shall be in statistics, economics, political science, international affairs or relations, education, health, social sciences, gender studies, public policy, or a related field.
• Demonstrated knowledge in research good practice (such as sampling, establishing measures, tool development, analysis, and reporting).
• At least eight years of experience in monitoring and evaluation of development projects in developing countries, Nepal experience highly preferred.
• Demonstrated experience supporting the design and implementation of rigorous evaluations of development interventions, experience with quantitative methods preferred.
• Past experience being part of research teams collecting primary data required.
• Strong knowledge of USAID evaluation policy and M&E standards highly preferred.
• Experience developing and implementing performance monitoring of complex development interventions.
• M&E training experience for local implementing organizations highly desired.
• Strong interpersonal skills required.
• Excellent oral and written communication in English and Nepali required.
