Logistics Associate (Component II Lead)

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RB) and Country Offices (CO and Area/Field Offices. Job holders report to a Logistics Officer, Head of Unit or the designate.

At this level, job holders demonstrate responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and logistics common services. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders typically manage a small team, supervising and coaching staff.

JOB PURPOSE

To provide specialized support to implement component II activities (Information and Data Preparedness) such as Logistics Capacity Assessments, remote trail and infrastructure mapping, collate and analyze relevant logistics preparedness and response data and information, report, strengthen use of evidence-based scientific knowledge for preparedness, liaise with internal and external stakeholders, and supervise vendors and partners implementing component II activities at field level.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall management of Head of Supply Chain and EPR unit and direct supervision of the line manager (EPR Project Manager) the incumbent will be responsible for the following duties:

  • Provide specialized support to Component-II “Information and Data Preparedness” operations and activities, following standard processes and contributing, directly or indirectly, to the effective implementation of EPR project phase II.
  • Manage EPR Component-II vendors’ and consultants’ contracting activities including performance monitoring and measurement, prepare ToR’s, and provide guidance to ensure objectives and deadlines are met according to agreed planning and standards.
  • Prepare, monitor and periodically update work plan and budget for all EPR Component-II modalities, ensuring adherence to relevant procedures and in compliance with EPR project documents and corporate standards.
  • Perform research, collect data and conduct analysis, produce reports (e.g. remote trail mapping, logistics capacity assessments, return on investment, location modelling) and ensure information accuracy to enable evidence-based emergency preparedness and decision-making.
  • Supervise and support GIS information collection of remote trails and infrastructure in the mid and far Western regions. Support oversight for data analysis, quality and integrity.
  • Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines for all EPR project modalities.
  • Support logistics emergency preparedness and response activities including Logistics Capacity Assessments and Contingency Plan updates, to support EPR project phase II and WFP’s response in emergencies.
  • Build networks, relationships and liaise with internal and external stakeholders in support of Component-II implementation and to optimize use of cross-functional information and knowledge.

  • Respond to day-to-day information requests from internal and external stakeholders in a timely, appropriate manner, using specialized knowledge.
  • Collaborate with counterparts internally to ensure accuracy of humanitarian information and support information collection, analysis and reporting.
  • Prepare weekly, monthly, quarterly and annual progress reports of Component II “Information and Data Preparedness” operations and activities and contribute to corporate and donor reporting required for EPR project phase II.

General Requirements:

Education: Completion of secondary school education. University degree in relevant field such as business management, disaster management, Engineering, Logistics) is preferred.

Language Fluency in both written and spoken English and Nepali languages

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge and Skills:

GIS mapping, research data consolidation and analysis, report writing, editing and desktop publishing, liaison & building partnerships with international organisations and government, working in a team.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Minimum 4 years relevant work experience (in Humanitarian Emergency Preparedness and Response, humanitarian logistics, disaster risk reduction, GIS mapping, applied research in disaster management)Experience maintaining corporate systems and running queries on ongoing shipments, pipeline information, insurance claims, and food stock.
  • Experience in administering third party service providers’ contracts.
  • Experience in compiling contract documentation.
  • Experience in contract execution.
  • Experience in budget monitoring and reporting.
