Project summary
SNV Nepal with the financial support of Austrian government is implementing “Austria-Nepal Renewable Energy Blended Finance Facility” (REBFF) in Karnali Province. The main objective of the project is to provide capacity building support to different stakeholders working in renewable energy sector at provincial and local level; and support development and upscaling of innovative financing by establishing a Credit Guarantee Fund (CGF) to finance renewable energy projects and strengthening capacity of stakeholders involved.
SNV Nepal is seeking experienced Nepali for the position of Local Resource Persons (LRP) to conduct Capacity Need Assessment of stakeholders.
Objectives of assignment
The Project intends to hire 5 Local Resource Persons (LRP) to conduct Capacity Need Assessment (CNA) of local stakeholders at selected Rural Municipality/Municipality of Salyan, Rukum West, Jajarkot, Kalikot and Dailekh district (1 LRP for 1 district) of Karnali Province. The local stakeholders are:
One LRP, who will be local resident of that particular district, will be assigned to conduct CNA in selected 5 Rural Municipality/Municipality of that district. SNV Nepal REBFF project team will be actively engaged in the assignment and will provide set of questionnaires relevant to each stakeholders, conduct an orientation workshop where the questionnaires, process of conduction of CNA, expected output of CNA and other details will be discussed and will provide feedback to the LRP accordingly.
Deliverables and Level of Effort of the Assignment
The deliverables of the assignment will be guided by the specific objectives of the assignment. The LRP will be responsible to identify, communicate, congregate relevant personnel from aforementioned stakeholders and conduct meeting, interview, focused group discussion whatever is required to gather information as prescribed in the questionnaire and oriented during the orientation workshop. The LRP will perform the mentioned task independently using the local know how and PR skills.
A hand written or computer typed response to the questionnaire should be prepared and submitted for all stakeholders of each Rural Municipality /Municipality.
Time Duration
The time duration of the assignment will be from 20 September 2020 to 30 November 2020 and the consultancy will be for a maximum of 30 days (1 day consists of 8 working hours, rounded up to the half hour).
Payment Schedule
The LRP shall submit a time-sheet after completion of assignment describing the work done, which shall be verified by SNV Nepal, REBFF Project Leader to authorize payment.
Project provisions
The project will provide all necessary documents and logistics to complete specific tasks. The project will cover refreshment cost incurred during meetings and FGDs as per actual (not exceeding the budget provided) upon submission of proper invoices/bills. The project will cover all logistics cost incurred during orientation workshop at Surkhet.
SNV Nepal will provide a lump sum fee to the LRP after completion of assignment. The lump sum fee includes transportation cost to conduct this assignment and transportation cost to and fro for attending orientation workshop at Surkhet.
