Job Description

The IT Officer’s main duties and responsibilities include the following:

Management of IT SYSTEM/NETWORK ADMINISTRATION

  • Review the requirements for IT platforms (hardware/software), accessibility to various data sources and database inside and outside NWC and plan for the enhancement, stability and responsiveness of the Local and Wide Area Networking and connectivity.
  • Supervision and management IT including user management, system security and enhancement, new services, data backup, software supports.
  • Design, develop and support the standard workstation and other communication platforms to provide a stable technical environment.
  • Assess, plan and implement electronic linkages (remote access) from project partner, districts to NWC system and databases.

INTERNET AND COMMUNICATION TECHNOLOGY 

  • Oversee the electronic mail systems in the mission.
  • Review and recommend existing communications system for improvement.
  • Manage network resources for staff accessing Internet services including allocation of IP addresses.
  • Provide remote login services for staff to access LAN/Internet/e-mail service from project offices and home.
  • Ensure creation/development and maintenance of the universal access Web site

OPERATIONS/ MANAGEMENT AND SUPPORT 

  • Supervise and administer the day-to-day IT operations
  • Administer budget related to IT equipment, systems development contracts and training.
  • Identify areas where assistance of outside consultants is required, and prepare terms of reference.
  • Process the identification and the recruitment of consultants/consultancy service.
  • Develop guidelines, policies, procedures and standards for IT/IS implementation.
  • Coordinate all IT related training activities and helpdesk.
  • Coordination with IT consultant who will develop software. 

DESIGN & MONITORING

  • Design, develop and implement corporate system application or as standalone including Administrative/Finance support and program/project monitoring system, substantive monitoring system required for the project.
  • Provide supervision for upgrading/revising custom software, and providing in-house maintenance.
  • Ensure proper migration of existing systems to new environments after comprehensive studies of the implications of migrations.
  • Supervise the preparation of specific application-related policies and procedures for data administration.

Job Specification

Qualifications

  • A minimum of Bachelor’s degree in IT or any relevant field with 3-5 years of experience in the field of Information Systems Management.
  • Certification of computer programming and information systems management is desirable.
  • Excellent interpersonal, communications and analytical skills in both local language and English

Knowledge Skills and Competencies

  • Good working knowledge in IT and Systems Management
  • Knowledge on information and communications technologies, industry hardware and software, ranging from PC to LAN and WAN environment
  • Skill to assess present and future IT needs and implement appropriate technology platform
  • Adequate knowledge of LAN/WAN and its administration Working knowledge of messaging and groupware system.
  • Extensive experience in designing, developing and implementing complex, mission critical systems
  • Capable of designing and writing programs independently using at least one computer language and database management system (DBMS)
  • Sound knowledge of IS operational management and outsourcing for IT requirements
  • Good communications skills, written and oral, with the ability to communicate effectively with technical staff, non-technical personnel from Executive Management to vendors
  • Tactfulness and excellent ability to deal with people

Organization Summary

National Women Commission (NWC) is the key agency responsible for monitoring GBV, as well as investigating and recommending cases to law enforcement agencies. NWC is currently implementing the project titled Integrated Platform for Gender Based Violence Prevention and Response in Nepal which aims to promote greater awareness and changes in social norms that lead to GBV, improve the quality and reach of support services for GBV survivors, and strengthen the capacity of National Women Commission in addressing GBV. A key feature of this project will be the establishment of a national helpline that will help to improve the delivery of services to survivors of violence.
