Duties and Responsibilities
The incumbent will be reporting to Programme and M&E Specialist.
Ensures the implementation of Gender Equality and Social Inclusion (GESI) polices/strategies and it is mainstreamed in all the activities:
- Full compliance with UNDP rules, regulations, policies, reporting system and implementation of GESI policies/strategies.
- Develop and implement strategies to address gender and social inclusion barriers in accessing HIV, TB, and Malaria services.
- Conduct gender and social inclusion analyses to inform project planning and execution.
- Build the capacity of project staffs and partners on gender equality and social inclusion principles.
- Ensure project activities are aligned with national and Global Fund and UNDP corporate GESI standards and frameworks.
- Design and deliver appropriate technical support and training interventions, drawing on best practice in GESI, HIV, Malaria and TB work with key population groups.
- Coordinate the recruitment of short-term consultants responsible for additional technical support provision in specialized fields.
- Plan and organize workshops and events, both logistically and substantively.
- Conceptualize and design relevant field research to assess learning opportunities.
- Plan and organize workshops and events, based on the findings and needed identified.
- Create a safe working environment by developing respectful and safe organizational culture and supporting practices.
Promotes the integration of right based approach in project activities:
- Promote the integration of community rights-based approaches into project activities to ensure equitable access to HIV, TB, and Malaria services.
- Support the empowerment of key population and marginalized groups to advocate for their rights, particularly in accessing health services.
- Facilitate the participation of affected communities in decision-making processes related to HIV, TB, and Malaria programmes to ensure their voices and needs are prioritized.
- Collaborate with stakeholders to address human rights barriers such as stigma, discrimination, and legal challenges that limit access to health services.
- Strengthen the capacity of community-based organizations to engage in advocacy, service delivery, and monitoring of health interventions.
Monitoring, evaluation, knowledge management and learning:
- Develop M& E and learning plan to monitor the integration of GESI and community rights in project activities.
- Conduct regular assessments to measure the impact of project on gender, social inclusion, and community rights, addressing intersectionality and contribution from GESI perspective to meet the broader project goal.
- Document and develop success stories, lessons learned, best practices, and success stories to improve ongoing project implementation and support to inform future programming.
- Develop advocacy materials and campaigns to promote gender equality, community rights, and social inclusion.
- Identify and promote the use of relevant existing knowledge products, identify key knowledge and evidence gaps and facilitate the development and sharing of relevant resources in response.
- Design and oversee Global Fund project key populations related communication activities in coordination with the CO communication team.
- Participate in relevant Communities of Practice, within and beyond UNDP including facilitated by UN agencies and other stakeholders.
Coordinate the partnerships and collaboration between project and other stakeholder in area of GESI:
- Participate as appropriate and as advised in different stakeholders managed forums related to gender, social inclusion, and community rights, UN development system meetings, in relevant Global Fund programme meetings/forums.
- Develop relationships with key development cooperation and philanthropic actors in Nepal and support the project efforts on fundraising to sustain the programme intervention on community rights and GESI.
- Foster partnerships in between and with the civil society organizations, community-based organizations, and other stakeholders to advance the project’s objectives.
- Engage with the UN agencies, the UN Country Joint Team on HIV/AIDS, UN cares and build network/relationship with country programme to push the rights of key populations in Nepal.
- Provide programmatic support to other CO’s projects as well as cross-cutting CO initiatives as and when required.
- Ensure the compliance of zero tolerance for discrimination, harassment, sexual harassment, sexual exploitation, and abuse by key stakeholders including sub-recipients (SRs) in coordination with the Country Office PSEA focal point.
- Collaborates with team members, programme partners, and sub-grantees to ensure safe implementation of programmes at the community level applying Do No Harm approach.
- Identify potential champions and Work closely with leading organizations in the area of LGBTIQ++ and leaders in Nepal, identifying and responding to their needs in line with the objectives of the Global Fund programme and UNDP.

Job Specification
Required Skills and Experience
Education:
- Advanced University Degree (master’s degree or equivalent) in Management, Gender, Human Rights, Social Sciences, Gender Studies, Public Health, Development Studies or any other relevant field is required.
- Or A first-level university degree (bachelor’s degree) in the areas mentioned above with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant and progressive professional experience in gender and social inclusion, human rights, or community engagement within the health sector.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web-based management systems.
- Proven experience working on HIV, TB, and/ Malaria programmes, preferably in a Global Fund context is highly desired.
- Demonstrated experience in capacity building, advocacy, and stakeholder engagement with focus on promoting GESI and community right is highly desired.
- Expertise on Gender Equality and Social Inclusion, diversity issues, understanding of addressing the complex situation, addressing intersectionality issues in Nepal’s context is highly desired.
- Strong technical knowledge of gender, social inclusion, and community rights frameworks is highly desired.
- Excellent facilitation, training, and communication skills is highly desired.
- Ability to work effectively with diverse stakeholders, including marginalized communities is highly desired.
- Experience in monitoring and evaluation methodologies is highly desired.
- Strong analytical and report-writing skills is highly desired.
- Solid experience in working with a multi-cultured group of people and systems in high-pressure environments is desired.
- Knowledge and experience in Global Fund’s policies and procedures is highly desired.
- Familiar with dealing with client relationships with international organizations, national governments and civil society is desired.
Required Languages:
- Fluency in English and Nepali are required.
