GENERAL POSITION SUMMARY:
The Lutheran World Federation Nepal Human Resources Department is responsible for all Human Resources functions, including Recruitment, separation procedures for staff, updating Policies & Procedures as per the local law and facilitating On-boarding induction programmes, Performance Management, Professional Development as well as compliance of various HR related policies such as Code of Conduct, Child Protection Policy, Complaints and response Mechanism and Core Humanitarian Standard commitments.
Human Resource Officer will perform under the direct supervision of Human Resource Development Coordinator. S/he must adhere to the principles of LWF Nepal and must follow in thought, words and deeds. His/her primary duties include the following.
A. General:
1. Familiarize and work in accordance with the Vision, Mission, Overall Goals and Objectives of LWF as a Humanitarian Organization.
2. Familiarize and work in accordance with the established strategies of LWF Nepal.
3. Familiarize and work accordance with the LWF Nepal policies.
4. Be free from the political influence of any parties and the political activities.
B. Specific:
1. Responsible for processing and proper documentation of all daily HR activities in an efficient and timely manner.
2. Contribute to maintaining leave records accurately.
3. Responsible for ensuring all the staff personnel files are up-to-date; HR related files are current, complete and properly documented.
4. Assist hiring managers with developing accurate job descriptions.
5. Assist the supervisor in implementing the organizational transparent and balanced recruitment process and ensuring proper documentation procedures are in place.
6. Preparing and posting of vacancy announcements for new positions.
7. Prepare log sheet for all the incoming applications, long listing of the candidates, organize and conduct the interview in coordination with the supervisor and hiring manager(s).
8. Facilitate all paperwork for new hires including opening new staff record in Human Resource Information System (HRIS), creating personnel file, responsible for collecting all the documents from the employees required for up-to-date documentation.
9. Facilitate on-boarding orientation/induction of new employees together with the supervisor, responsible for orientation on rules and regulation specifically related to Human Resources.
10. Assist the supervisor in facilitating and conducting orientation programs as per need to the staffs of LWF Nepal or to the staffs of the implementing partners.
11. Notify supervisors of the performance evaluation due for employees at the end of probation or annual performance evaluation.
12. Responsible for preparing employee contracts.
13. Ensure implementation and compliances of LWF Nepal policies, child protection policy, code of conduct, Human Resource Manual and Core Humanitarian Standards. Any discrepancy or gap identified in compliance must be brought to the attention of immediate supervisor such that it could be reported timely.
14. Strongly responsible for maintaining confidentiality of all staff personnel issues including disciplinary issues, contracts, salaries etc.
15. Contribute to strengthen gender and social inclusion in LWF Nepal
16. Update the records of the employees in HRIS, if any changes and simultaneously document the change in the employees’ personnel file.
17. Compile the received Annual Performance Evaluations of all the employees.
18. Compile the training received records as well as requested training needs of all the employees.
19. Oversees the End of Service Checklist process for separating staffs.
20. Management of Medical Claim reimbursement of the staffs.
21. Carry out other duties/tasks as assigned by the supervisor.
C. Other duties:
1. Familiarize her/him with LWF Nepal's policies and procedures like country strategy, country operational program plan (COPP), respective project documents, finance policy, RMT’s TOR, human resource policy, management guidelines, code of conduct, child protection policy, RMT’s TOR complaint mechanism, accountability framework, workforce diversity policy, gender equality and social inclusion mainstreaming guideline (GESIMO Guideline), human rights based approach to development, AIN social audit guidelines, etc.
2. Maintain impartiality from party political influence
D. Qualification and Competencies:
1. Bachelor’s degree in HR, Business Studies or Public Administration
2. At least 3 years of experiences in the area of human resources administration in an INGO environment preferred.
3. Ability to perform a broad range of activities related to HR management.
4. Knowledge of country’s labor law.
5. Displays cultural, gender, religion and age sensitivity and adaptability.
6. Demonstrated professionalism in the execution of duties and responsibilities as well as openness to progressive change and ability to manage complexities while remaining calm, in control and positive attitude even under stressful condition.
7. Documentation, report writing and presentation skills.
8. Analytical and problem solving skills.
9. Negotiation skill and computer skills.
10. Good knowledge of English and Nepali (written/oral/comprehension)
