Job Description

PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps specializes in development in transitional areas. Mercy Corps has been operating in Nepal since 2005, implementing programs in food security, agriculture, market development, financial services, youth engagement, climate change adaptation and disaster risk reduction. We take a systems-based approach in our programming, with the aim of improving the lives and potential of vulnerable individuals and communities across Nepal.

GENERAL POSITION SUMMARY:
Provide oversight to the management of human resources for Mercy Corps programming in Nepal. Assist in the achievement of MC program objectives with the facilitation of recruitment, remuneration and staff development issues in the Human Resource Development.

ESSENTIAL JOB FUNCTIONS:
1. Identify weaknesses in current HR systems. Advise supervisor on outstanding issues and assist in designing and implementing HR policy as required.
2. Supervise for maintaining personnel files for all staff – including recruitment documents, CVs, valid contracts, Personal Action Forms, timesheets, employee data sheets, disciplinary papers and performance evaluations:
3. Ensure the recruitment of national staff adheres to the standing Recruiting Policies and Procedures of MC Nepal as well as advise the hiring manager (if need be) on the selection of the candidates.
4. Ensure participation of HR Department in interviews for new hires.
5. Ensure Salaries and benefits adhere to Mercy Corps salary scales and standing protocols.
6. Ensure Mercy Corps Nepal personnel policies strictly adhere to Nepal labor law as applicable. This includes payment of appropriate taxes, benefits etc.
7. Maintain a tracking system for all types of leave of all employees;
8. Maintain up-to-date staffing lists by program and department;
9. Ensure that employee performance evaluations are completed as scheduled;
10. Monitor employees’ contractual status and timely extension of their employment contracts.
11. Ensure that all national staff have an up-to-date relevant job description;
12. Maintain annual holiday schedule including determination of exact holidays in advance of the holiday (as possible) and inform all staff;
13. Coordinate coverage for operations during annual leave of key national staff with Head of Office or Operations Manager;
14. Oversee the monthly procedure of timesheets for all staff including collection, review and compilation into payroll; train new staff on timesheet procedure;
15. Process monthly payroll in conjunction with finance staff and ensure payroll is delivered in a timely manner to all regional offices

16. Ensure that the National Staffs issued ID Cards are aligned with their employment contracts and renewed on a timely basis.
17. Assist with operational budget for staff coverage as requested;
18. Responsible for the orientation of all new, national staff on Mercy Corps Nepal Human Resources systems, policies and procedures;
19. Ensure all new staff receives copies of the Nepal National Staff Policy Handbook and are alerted to benefits. Continue with support and advice on policies, as required;
20. Advise staff (national and international) on disciplinary procedures;
21. Advise staff (national and international) on raise policies and procedures;
22. Conduct training needs assessment survey to determine what type of training(s) is necessary to improve performance and productivity of the employees;
23. Assist Head of Office in conducting or arranging for trainings and/or other human resource development activities;
24. Conduct in-house HR workshops from time to time such as on Performance Management, Effective Communication & Collaboration, Effective leadership, Supervisor Supervisee Relationship etc. or as per the need of the employees with time.
25. Oversee and assist in the smooth separation of separating employees, as per MC Nepal policies and procedures;
26. Participate in disciplinary, hiring and termination meetings with program staff upon request;
27. Maintain confidentiality of all national staff personnel issues including disciplinary procedures and contracts/ pay rates;
28. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
29. Other duties as assigned by the Country Director.

SUPERVISORY RESPONSIBILITY: HR staff
ACCOUNTABILITY: Accountable to position description, national staff policy handbook, code of conduct and Mercy Corps policy and procedures.
REPORTS DIRECTLY TO: Country Director
WORKS DIRECTLY WITH: Operations Manager, Project Managers, Finance and compliance Manager.
COLLABORATES WITH: All MC Departments team as required.

KNOWLEDGE AND EXPERIENCE:
• MA/S or equivalent in Management, Social Sciences, International Development or other relevant field.
• 5+ year experience in Human Resources, administrative or operational support functions with a humanitarian non-governmental organization with supervisor responsibilities.
• Experience in setting up and managing Human Resources department.
• Excellent writing and communications skills.
• Excellent negotiation, representation, skills and the ability to work comfortably with an ethnically diverse staff in a very sensitive environment.
• Effective verbal and written communication, organizational, prioritization and Microsoft Office applications.
• Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
• Proven ability to solve problems independently without direct supervision.
