Job Description
Summary/Objective
The human resource manager is directly responsible for the overall administration, coordination, and evaluation of the human resource function.
Essential Functions
1) Develops and administers various human resources plans and procedures for all company personnel.
2) Plans, organizes and controls all activities of the department.
3) Participates in developing department goals, objectives, and systems.
4) Implements and annually updates compensation program; rewrites job descriptions as necessary; conducts annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors the performance evaluation program and revises as necessary.
5) Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures; performs benefits administration to include claims resolution, change reporting, approving invoices for payment, annual re-evaluation of policies for cost-effectiveness, information activities program and cash flow.
6) Conducts recruitment effort for all exempt and nonexempt personnel, students and temporary employees; conducts new-employee orientations; monitors career pathing program, employee relations counseling, outplacement counseling and exit interviewing; writes and places advertisements.
7) Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars. Maintains company organization charts and employee directory.
8) Evaluates reports, decisions and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in the efficiency of department and services performed.
9) Ensure proper disciplinary and grievance procedure complying with the country's law.
10) Identifies employee's competency gap and prepares their individual development plan
11) Ensuring proper training and development for all.
12) Annual performance management.
13) Performs other incidental and related duties as required and assigned.

Job Specification
Expected Hours of Work
This is a full-time position. Days and hours of work are Monday through Friday, 11:30 a.m. to 9:00 p.m. This position regularly requires long hours and weekend work occasionally.
Travel
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected. You should have your own vehicle for travel.
Required Education and Experience
A bachelor’s degree and five years’ human resource experience, or nine years’ experience in the HR field.
Preferred Education and Experience
A master’s degree in human resource management and four years’ experience in the HR field.
