Job Description

Duties and Responsibilities

The incumbent will be reporting to Programme and Monitoring & Evaluation Specialist. 

Provide strategic guidance and ensure programme management and implementation of HIV programme: 

  • Engage with national technical stakeholders on the implementation of HIV components for the achievement of programme targets in accordance with UNDP rules, policies and procedures and the grant agreement with the Global Fund. 
  • Provide strategic guidance and coordinate with key stakeholders working in HIV to ensure harmonization in programme interventions in line with the national strategic plans 
  • Develop work plans and budgets with SRs, technical partners, and other key stakeholders to ensure compliance and execution in line with the National strategies.
  • Lead the planning, implementation, and monitoring of HIV programme activities in alignment with national health strategies and Global Fund objectives.
  • Provide technical inputs in the budgeting, financial planning, and monitoring of expenditures related to HIV programme activities to ensure efficient use of resources and adherence to financial guidelines, tracking expenses, and ensuring compliance with donor requirements in collaboration with Finance Analyst and SR Finance Management Analyst.
  • Coordinate and work with the PSM team to ensures  effective and timely preparation of the quantification of health commodities timely delivery of non-health and health products and monitoring of the procurement and supply chain management plan
  • Ensure programme deliverables are met within specified timelines and programmatic progress and budgets.

Ensure effective monitoring and evaluation of the Global Fund HIV programme : 

  • Develop and implement monitoring and evaluation frameworks. 
  • Oversee the monitoring and evaluation of HIV programme activities to assess performance, identify challenges, and propose and way forward for improvement in implementation. 
  • Work with the HIV M&E Analyst in the PMU, Ministry of Health and Population, NCASC, UNDP Country Office, UN agencies and other stakeholders to develop and implement the M&E Plan as agreed with the Global Fund.
  • Proactively respond to projects related issues on HIV and contribute for strategizing way forward for smooth projects implementation.
  • Support HIV and M&E Analyst to develop Risk Mitigation Plans for SRs and do risk-based monitoring of SRs programme and financial reporting to ensure quality data, compliance with financial rules.
  • Ensure thorough review of SRs monthly and/or quarterly reports in close coordination with HIV M&E Analyst and ensure the achievement of programme targets linked to approved budgets.
  • Collect and analyse disaggregated data, prepare reports, and ensure compliance with Global Fund requirements and share with donors, partners, and management related to HIV programme performance.
  • Lead the preparation and reporting on HIV related interventions in accordance with donor and corporate UNDP requirements
  • Prepare comprehensive reports on programme progress, challenges, and outcomes for submission to the Global Fund and other stakeholders. 

Provide technical support and enhance stakeholders' engagement.

  • Provide technical expertise on HIV prevention, treatment, and care strategies.
  • Organize capacity-building activities for stakeholders, including training sessions and workshops to the national and sub-national stakeholders.
  • Identify and promote innovative approaches to HIV/AIDS programming.
  • Liaise with government agencies, non-governmental organizations, SRs, UN agencies and other national/international partners to ensure coordinated efforts to enhance the impact of HIV interventions.
  • Represent the project in technical working groups and forums related to HIV/AIDS.
  • Advocate for policy changes to support effective HIV responses.
  • Coordinate with government, other key stakeholders, and PMU team members/province team to ensure timely, effective implementation of programme activities and strengthen synergies and complementarity of fundings

Ensure facilitation of knowledge building and sharing in HIV programme and with national partners: 

  • Provide guidance in organizing workshops, developing training materials, and offering on-site support.
  • Synthesis of lessons learnt and best practices to contribute to strengthening of HIV programme.
  • Interact with and provide guidance for national partners and independent experts on effectively managing and coordinating HIV programmes. 

Contribution towards Gender and Social Inclusion (GESI):  

  • Ensure that GESI is mainstreamed in the HIV programme and targeted interventions planned and implemented to promote inclusive governance and federalism. 
  • Support to create a culture to respect cultural, social, and religious diversity.
  • Support stakeholders to establish a system to collect gender/diversity disaggregated data, impact stories and results benefiting key and vulnerable populations (sex disaggregation, persons with disabilities and marginalized groups) and risks and challenges associated for their meaningful participation in programme intervention, engagement in decision making processes and overall, in the federal context particularly service delivery (keeping health services in focus).
  • Ensure GESI is adequately captured in project progress reports, field mission reports, research, assessment, studies, any baseline survey, and final project evaluation.
  • Fully comply with UNDP’s GESI policy and ensure contribute to the zero tolerance for discrimination, harassment, sexual harassment, sexual exploitation, and abuse. 
  • Create a safe working environment by developing respectful and safe organizational culture and supporting practices.
  • Collaborate with team members, programme partners, national stakeholders and SRs to ensure safe implementation of programmes at the community level applying Do No Harm approach.

Job Specification

Required Skills and Experience


Education:

  • An advanced university degree (master’s degree or equivalent) in Public Health (MPH), Social Sciences, Medicine or a related field is required.
  • A first-level university degree (bachelor’s degree or equivalent) in the above-mentioned fields in combination with an additional 2 years relevant experience will be given due consideration in lieu of master’s degree. 

Experience:

  • A minimum of 2 years (with a master’s degree) or 4 years (with a bachelor’s degree) of experience in public health programme management, particularly in HIV/AIDS programming.
  • Experience in project management is required.
  • Experience with Global Fund projects or other international health initiatives is advantageous.
  • Experience in strategic engagement, partnership with government and other stakeholders is desired.
  • Experience in capacity building is preferred. 
  • Experience in data analysis, programme monitoring, and evaluation is desired.
  • Experience in monitoring and results tracking skills is desired 
  • Strong analytical and technical skills in HIV/AIDS prevention and care is preferred. 
  • Experience in the use of computers, office software packages as well as web-based management systems, data analysis software (e.g., SPSS, Stata). 
  • Proven track record of excellent written and verbal communication skills, with the ability to produce clear and concise reports and to effectively engage with diverse stakeholders.

Required Languages 

  • Fluency in English and Nepali is required.
