Position details:

Gender Based Violence and Protection in Emergencies Advisor will be part of CARE USA’s Humanitarian Affairs Department and will play a critical role in ensuring technical quality of CARE’s GBV in Emergencies (GBViE) and protection mainstreaming and standalone programming through support to program design and resource mobilization; implementation; monitoring, evaluation, accountability and learning (MEAL); and research and policy work.

This position will be based in Asia region, and will support CARE’s global efforts in GBViE. This position will work with regional and country office programs and technical staffs to identify strong GBViE and protection programming models for high quality replication across regions, as well as developing and disseminating technical guidance, and addressing capacity gaps through training and mentoring.

Job Specification

Required Qualifications and Experience:

  • Bachelor’s Degree in relevant social sciences with a demonstrated focus on protection / social work or demonstrable equivalent work experience. Master’s degree and/or study of social science research methods preferred.
  • At least five years’ experience in large, multi-faceted organizations, preferably focused on gender in emergencies and/or protection.
  • Excellent knowledge of the humanitarian system and gender and GBV related programming, inter-agency standards/guidelines and policy issues and trends.
  • Excellent demonstrable knowledge and experience of designing and implementing GBV response programming approaches across a range of humanitarian contexts, including fragile and conflict-affected states e.g. women and girls safe spaces; case management; psychosocial support; integrated GBV and sexual and reproductive health services; cash and voucher assistance; establishing and working within systems of referral and follow-up.
  • Knowledge and experience of designing and implementing GBV prevention programs in a range of humanitarian contexts e.g. engaging men and boys; child, early and forced marriage desirable.
  • Experience designing and implementing GBV risk mitigation actions, with a focus on food security, WASH, shelter, sexual and reproductive health, and rights, and/or cash and voucher assistance.
  • Experience representing NGOs in humanitarian coordination mechanisms (e.g. Protection Clusters/Working Groups, GBV AoR) and to a range of humanitarian donors.
  • Significant experience of humanitarian program design and proposal development, including providing GBV and protection technical inputs for US Government proposals e.g. Bureau of Humanitarian Assistance (BHA) and Bureau of Population, Refugees, and Migration (BPRM).
  • Strong assessment, gender analysis, and monitoring, evaluation, accountability and learning skills
  • Experience of policy analysis, policy influencing and advocacy.
